Employment: Full Time

Working with the Head of Sales Support, you will be responsible for managing the Bid-to-Win proposal cycle of all projects.

The basic function of this position is to provide a sharp, analytical and operational approach, with excellent applied research skills, to all tenders delivered. The role heavily relies on the ability to manage public and private sector bids for a range of bids and related projects within the MENA Region.

The person should have extensive operational knowledge and experience in managing complex Bid-to-Win projects. Must be a team player able to engage and prioritise complicated and detailed Bid-to-Win processes and procedures.

It is critical that all Bid-to-Win proposals and projects are delivered in a timely and professional manner to ensure that we are able to increase revenue streams and grow the business.

• Develop and manage a range of key sales collateral in conjunction with the comms and CSR teams.
• To play a critical role in providing overarching leadership for the resourcing, preparation and submission of all bids, ensuring that they are submitted to the highest quality, competitively priced that meet or exceed the customer expectations whilst remaining compliant with Dulsco’s internal processes.
• In support of finance, to price formal tenders for a range of projects and related services. Prepare business strategies and plans and to understand the direction in which each of our Business Unit’s and Clients are moving towards.
• Present tenders to the Management team in order to obtain buy-in and agreement to submit bid on-time and ahead of the deadline. This includes preparing presentations and extensive reports and managing the ‘red’ review process.
• To deliver compliant and competitive bids that supports the Business Units to win business and increase revenue.
• Liaise with the Management Team to gather information pertinent to the opportunity to compile operational and financial data for bid submissions.
• Produce, maintain and update a master bid register and monthly bid status report.
• Obtain all feedback on any unsuccessful bids to identify any lessons learnt and how Bid-to-Win procedures can be improved.
• Ability to manage multiple projects simultaneously while maintaining high quality standards of work.
• Create a registration office to ensure tenders are recorded and bid / no bid / process activated.

Requirements

• Experience in complex bid estimation and bid preparation, including operational and financial modeling and forecasting, cost control and research methodologies.
• Excellent analytical skills: the ability to analyze various information sources e.g. statistics, market data, business records, financials, and business reports and media information.
• Excellent negotiation, influencing, organization and problem solving skills.
• Self-motivated and able to work with minimal supervision.
• Minimum 5 years’ experience working in a bid environment.
• Knowledge of services and environmental industries.
• Knowledge of UAE/GCC public departments e.g. Municipality, Economic Department, Labour and Immigration.
• Ability to deliver tasks within clearly defined time-frames.
• Ability to communicate with all levels of management.

About the Company

The Dulsco story began in 1935 when Mohammed Khan Abdulla Mirza Abdulla, the father of the present Chairman of Dulsco, Abdul Aziz Mohammed Khan Abdulla, appointed some able-bodied men to row their dhows through the Dubai Creek to a British India Steam Navigation Company owned ship at anchor in the Arabian Gulf, and bring ashore its cargo of foodstuff and clothing. Our stevedoring service launched then is still one of the many services that we provide. We consider ourselves the oldest stevedoring company in Dubai.

By the 1970s and the opening of Port Rashid in Dubai, we were a full-fledged stevedoring company serving the port. We started providing more manpower services by the 80s and became one of the earliest human resource management companies in Dubai.
