Job description / Role

Position Overview
Facilitate the identification and assessment of significant risks, help with the development of risk response strategies (emergency & crisis management, business continuity) and develop the Enterprise Risk Management (ERM) register and track correct actions.

• Additionally, you will facilitate executive level reporting and evaluate risk data to provide insights, providing challenge in risk discussions and answer questions on best practice risk approaches.
• Ensure that senior leaders, line managers and supervisors fulfil their risk management system responsibilities.
• Assess compliance with UAE HSEQ legislation, railway safety regulation, other mandatory requirements and conformance to ISO 31000 Risk Management and NCEMA requirements.
• Be a critical thinker with a keen interest in improving the organisation’s internal control structure and to promote an organisational safety culture that puts safety at the foundation of everything we do.

Roles and Responsibility
• Assist to further develop the risk management framework including business continuity management, emergency and crisis management
• Provide leadership and guidance in the concept of risk management, value management and lessons learnt.
• Facilitate business units through the integrated risk management process.
• Provide specialist advice to managers to enable the prioritisation of business risk using an integrated risk process, thereby supporting the development of a suitable risk based business plan and an independent, coherent and consistent evaluation of risk across the business.
• Monitor overall compliance with risk management process, criteria and procedures.
• Support the functions in achieving compliance with the process.
• Align and maintain business unit risk data with the strategic risks.
• Manage a high level risk register for the business covering enterprise risk
• Facilitate risk workshops making sure attendees are educated in their role, the process, the assessment criteria and their post workshop responsibilities.
• Support the Safety Compliance and Assurance Manager in monitoring overall risk of the business
• Identify and implement quality and efficiency improvement initiatives in coordination with the Quality Manager.

Requirements

Desirable qualifications, skills and experience

Academic Qualifications:
• Risk Management Diploma or accredited qualification.
• ISO 31000, IS0 50001 or ISO 9001 Lead Auditor is essential

Professional Qualifications:
• Professional membership in audit, health and safety, risk, environmental management or engineering is essential
• Full Driving licence is essential

Experience:
• 5+ years in Enterprise Risk Management, preferably rail
• Understanding of incident investigation, human factors and non-technical skills
• Possession of previous international experience in a high hazard industry.
• Experience in delivering safety objectives within a complex organisation.
• Knowledge of HSEQ legislation, standards and technical specifications.
• Experience in writing complex reports, processes and procedures.
• Experienced in rail operations / rail infrastructure is desirable.

Other Skills:
• Excellent communication skills are necessary in all forms with a proven ability to speak publicly and present in a professional manner.
• Excellent English language skill both written and verbal. Knowledge of Arabic is preferable.
• Able to manage cultural diversity in the workplace and recognise the sensitivities between different cultures.
• Adaptability and resilience to work in a harsh environment with most of the time being employed in desert locations.

About the Company

Etihad Rail was established in June 2009 under Federal Law no. 2, with a mandate to manage the development, construction and operation of the UAEs national freight and passenger railway network.

The railway network will be built in phases to link the principal centres of population and industry of the UAE, as well as to form a vital part of the planned GCC railway network linking the six countries of the GCC: The Kingdom of Bahrain, The State of Kuwait, Oman, Qatar, The Kingdom of Saudi Arabia and UAE.

Built to international standards, Etihad Rail's state-of-the-art network will act as a catalyst for economic growth and sustained social development. Once complete, the railway will redefine logistics and transport in the region; thus providing a modern, safe, efficient and sustainable network which will connect the UAE and its regions to its neighbouring GCC countries.
