Function:
• The Commissioning Engineer coordinates and reviews all activities for the installation, testing and final certificate of acceptance of all equipment specified for this project.

ROLE PURPOSE:

• The role of the Commissioning Engineer is a generalist position requiring knowledge across multiple fields (e.g. facilities, production, planning, software, mechanical, electronic, instrumentation, and electrical fields.)
• The position also requires the ability to provide hands-on assistance to mechanical and electrical installers.

Job Tasks
• The Commissioning Engineer’s Job Tasks include but are not limited to:
• Provide facility architectural drawing reviews to ensure compliance to make sure that the materials, processes, and specifications in the work instructions are applicable and compliant to the specified QA norms and AS9110 standards.
• Make sure that the individual certification requirements related to processes are met completely and remain active with revision services applicable obtained and implemented.
• Analyze, report, and assist root cause analysis of failures and discrepancies related to the processes of the system parts in fabrication or repaired in accordance with applicable OEM and/or SAMI procedures.
• Be responsible for issuance, reporting and tracking processes which will be implemented and ensure existing methods are in compliant with established procedures.
• Take the lead in improving process initiatives/lean projects to maintain technical data pertaining to processes to ensure compliance with OEM and regulatory requirements
• Improve cost effectiveness and robustness of the processes if deemed necessary.
• Guide and train technicians on commissioning related methods.
• Analyze and submit technical reports and process documents to verify and assess the requirements and provide solutions on overhaul, manufacturing, testing, fabrication and engineering activities.
• Assist and report in developing and evaluating alternate solutions and recommending the best option in his/her assignments.
• Provide guidance for designing the floor plans, utilities (location and sizing) and special process flows for the MRO and support services.
• Interact with site engineers, process operators, and support staff (i.e. laboratory, mechanical, instrumentation, etc.)
• Prepare different technical reports such as, but not limited to, engineering change, technical discrepancy-evaluation reports, corrective action reports, related test reports as directed by the senior manager – technical & engineering services department.
• Analyze and report the technical risks and provide feasible and applicable mitigation plans
• Support the programs group as appropriate and as deemed necessary.
• Any other responsibilities given by the direct manager.
• Scheduling and coordinating commissioning visits with a variety of clients
• Reviewing the technical documentation of existing client systems and machinery to understand their functions and purpose
• Creating and proposing test procedures that ensure the proper working of equipment and machinery
• Supervising, witness and/or perform appropriate testing and commissioning of a client’s systems and equipment.
• Compile data from the tests and produce evidence to prove that equipment passes mandatory assessments and meets regulation requirements.
• Troubleshooting any existing problems or limitations of the existing equipment, machinery, and systems that a client has.
• Assist in repair of faults found during testing and operation.
• Working with other engineers or site staff to carry out tests and repairs.
• Ensuring safe working conditions for everyone involved in the testing and assessment of site machinery and equipment.
• Providing training for system testing and evaluation where appropriate
• Travelling to different client sites for specified periods of time to oversee commissioning projects.
• Ability to develop detailed parts list for design changes and or repairs. Able to find or recommend sources of the required parts.

Requirements

EDUCATIONAL QUALIFICATIONS

• Bachelor Degree in an Industrial or Mechanical engineering discipline from a recognized university or equivalent work experience.
• Certificate of Computer Aided Design (CAD), spreadsheets and data processing software preferred (e.g. AutoCAD, 3D Modeling, MS Excel, MS Word, etc.).

KNOWLEDGE AND SKILLS:

• Full knowledge of equipment commissioning engineering and application requirements.
• Good knowledge of military and industrial standards.
• Good knowledge of software program control and planning/manufacturing tooling is required.
• Knowledge of Mission, armament and support systems requirements will be an asset.
• Knowledge of airworthiness, weight, certification, reliability and maintainability aspects is desired.
• Very good communication skills.
• Strong attention to details and follow-through skills.
• Very good problem-solving skills.
• Ability to understand, track, drill-down the issues in all functional areas and make sound technical and operational decisions

POSITION COMPENTENCY REQUIRED:

• Full competency in Microsoft Office tools (Word, Excel, PowerPoint, Project)
• Experienced working in Integrated Product Team (IPT) environment
• Full competency in Computer Aided Design software (CAD).
