Job description / Role

Employment: Full Time

Scope of Responsibilities

Supervise 1-4 proposals and 1-3 projects depending on the size of proposal/project and ensure quality and technical excellence and provide key managerial, administrative, and technical support and boost morale of the Team members for the jobs under supervision.

Primary Duties

• Facilitate and co-ordinate manpower recruitment process in consultation with HOD.
• Conduct regular technical interviews for potential new hires.
• Provide necessary guidance on planning of all engineering activities and manpower resources associated with proposals/ projects under responsibility.
• Ensure manpower resources of Electrical Engineers Team are adequate and are utilized efficiently.
• Establish performance criteria, agree performance objectives with the Team and develop competency of team members.
• Organize internal quality audits/peer reviews for monitoring quality and ensure timely close-out of actions.
• Provide advice and guidance to engineers and designers on important technical issues as well as managerial matters.
• Provide necessary support and guidance to Project Control, Construction and Commissioning. Participate in Contract Review process and provide required inputs to Lead Engineer.
• Perform responsibilities of Lead Engineer in event of large project.
• Develop Electrical engineering related Company Standards.
• Interact with peers from other offices across globe on regular basis to ensure consistency of work across all offices
• Engage with Quality Assurance for quality issues. Ensure strict compliance with Company's Quality procedures.
• Guide and support lead engineers to carry out risk/reward/technical integrity studies of the systems related to his discipline.
• Interface and regularly meet with client and PEM on technical issues, conduct internal staff progress meetings.
• Participate in Design Reviews, SAFOP, constructability reviews on need basis.
• Assist Head of Department on activities related to manpower resources, recruitment, organization development, preparation of new standards and procedures, etc. Identify strengths and weaknesses of the team members and recommend to HOD for training and development for the staff under supervision.
• Provide necessary technical guidance to lead engineer on the job and all team members on job to ensure smooth working both home office and offsite offices
• Interact with leads on issues connected with Quality, Productivity, Progress, Man-hours, Technical integrity, schedules, extra hours, additional cost, variation order, mile stone dates, work share with other offices etc.
• Interact with other discipline within Sharjah and other engineering centres and client as and when required in close consultation with lead. Review all key documents before issue and ensure that all systems are in place for preparation of engineering documents. Attend monthly engineering review meeting with Project Engineering Managers.
• Review engineering problems and guide the team in selecting safe efficient and economical solution. Also work as Subject Matter Expert (SME) if assigned by HOD.
• Ensure strict compliance with Company's ISO Quality procedures.

Job/Cost Impact

• Leads the activities in converting the project from concept to detailed engineering.
• Works within Project Budget requirements.
• Accountable for overall discipline related activities for the successful completion of project within allotted schedule, manpower and costs.

Decision Making Authority
• Decisions on the technical matters of the specified project & internal work distribution.
• Consults with Project Engineering Manager and Group Manager on main issues which may affect budget, schedule, resources, layout and equipment specifications.
• May make recommendations on mobilization/demobilization of personnel.

Supervisory Responsibility

• Responsible for managing supervisors.
• Include those with a high degree of professional specialist expertise.

• Demonstrates experience and expertise with various engineering deliverables and procurement engineering and is aware of commercial, contractual and administrative aspects of the department's scope of work.

• Promotes innovation, departmental improvement and team working for continuous improvement of knowledge base, cost-consciousness, and Quality and Safety Procedures.
• Ensures and facilitates an awareness of HSSE in all design and activities across the discipline.
• Promotes Quality Control throughout their team and ensures that their team works within the Quality Management System and participates in regular quality audits.
• Analyses exposure to risk and quantifies potential for losses, applies logical solutions for managing the risks taken through composition and implementation of contingency plans.

Physical Effort and Work Environment

• Duties performed in the Main Office mostly in air-conditioned surroundings. Occasionally incumbent would require travelling to sites and vendor workshops.
• Approximately 40% of time is spent on the computer.
• A large percentage of time spent in coordination, supervising, meetings, reviews and contacts.

Minimum Job Requirement

• Bachelor's degree in electrical engineering.
• Minimum of 20 years of detail design engineering related experience preferable from a background in working for consultancy organizations or EPC for petrochemical or for the Oil and Gas Industry. Out of this at least five years shall be of managerial position.
• Possess good knowledge of relevant IEC, BS, IEEE, API etc. codes and standards.
• Shall possess ability to grasp other international standards and client specifications as demanded by work.
