JOB TITLE
Head – Data and Governance

JOB PURPOSE
To establish and oversee the bank wide strategy for data governance and the utilisation of data/information including the implementation of an infrastructure/framework/standards and governance protocols, the introduction of data quality controls/monitoring and regulatory reporting in order to enable data as an asset and driver of innovation whilst reducing information risk and ensuring regulatory compliance

• Purpose: To receive direction and support, discuss performance and ensure objectives are met

• Relationship: Internal Stakeholders (Chief Finance Officer, Chief Operating Officer, Chief Compliance Officer, Business Unit Heads, Head of Technology, ISPA and Legal)
• Purpose: To determine/agree on data management requirements/practices, development of data strategies, internal planning and external communication

• Relationship: Bank Employees in Other Departments
• Purpose: To provide subject matter expertise, direction and support in the implementation of bank wide strategic data related projects
• Frequency: Ad hoc

• Relationship: External Regulators
• Purpose: To represent the bank on data regulation and provide reports
• Frequency: Monthly

• Relationship: External Consultants
• Purpose: To consult on industry best practices
• Frequency: Ad hoc

ACCOUNTABILITIES

Strategy and Plans
• In conjunction with, and as required by the Chief Officer of the Group, contribute to the formulation, implementation and delivery of the Group’s strategy in line with the Bank’s vision, mission, values and priorities
• Translate the strategy into operational business plans for the short, medium and long term within the department(s) and ensure that performance is monitored, reported and delivered and necessary actions are taken to achieve the strategy and plans

Data Management
• Work in partnership with key stakeholders to determine what data/information to capture/collect, how this will be stored/retrieved, how it can be exploited/used, how it will be refreshed/updated in order to avoid data complications/mismanagement and/or deterioration in data quality and help balance risk and innovation in the digital environment
• Define and oversee the implementation of processes for the effective introduction/integration of new data to ensure its quality/integrity, credibility in reporting analytical outcomes and to avoid risk
• In partnership with Business, Operations and IT teams, identify new types and sources of data in order to drive business innovation throughout the enterprise
• Guide the exploitation of data through research and analytics in order to maximise the return on data assets
• Facilitate the design and implementation of Master Data Management (MDM) in order to provide a consistent view of uniquely identifiable master data entities across the bank

Data Governance
• Establish and oversee the implementation of bank wide data management strategy, standards, frameworks, governance programmes and infrastructure (including policies and procedures) and compliance objectives/protocols to ensure regulatory compliance
• Continually review and assess the data management framework to ensure adaptability to on-going changes in regulation
• In collaboration with Business, Operations and IT teams, facilitate the identification and definition of critical data assets, data classification and retention to enable this to be used effectively in operational/analytical systems and processes
• Lead the identification and implementation of automated tools for data governance, data quality and enterprise metadata management to ensure greater visibility of bank wide data

Data Quality Controls
• Establish, introduce and maintain controls on data quality in order to manage risk
• Direct and lead the deployment of data monitoring practices to ensure adequate measures are in place for data protection, privacy and security
• Implement a set of KPIs and associated matrix in order to measure/monitor and improve data quality

Data Compliance Advisory
• Provide subject matter expertise, direction and support in the implementation of bank wide strategic data related projects (including systems, frameworks and the conversion of non-digital data into digital data) to ensure implementation is in line with established governance programmes, data quality controls and meets regulatory requirements

Regulatory Responses and Reporting
• Establish, implement and oversee the process for responding to customer queries raised through the General Data Protection Regulator (GDPR) and other regulatory frameworks to ensure managed in line with required standards
• In consultation with Group Compliance, act as the banks representative with external regulatory bodies on data standards and oversee the production/provision of reports to ensure overall compliance with regulatory requirements

Leadership
• Manage employees and teams by overseeing their performance management, recruitment, learning and development to ensure high levels of engagement, and competence, a motivated work environment and to maximise employee contribution to business performance

Change Management
• Drive the management of change in the business area through direct reports and teams by providing inputs for, and partaking in change initiatives, programmes and projects taking into account best practice and standards in the business environment

Financial
• Recommend and manage the budget for the business area and monitor financial performance so that the business is aware of anticipated costs and revenues, areas of unsatisfactory performance and improvement opportunities are identified and addressed to ensure the budget is managed in line with requirements
Policies, Processes, Systems and Procedures
• Develop and oversee the creation and implementation of the required policies, procedures and controls covering all areas of the business area’s activity so that all relevant procedural/legislative requirements and standards are fulfilled while ensuring that the bank delivers best-in-class services, products and innovation whilst safeguarding the bank

Salary:
AED 65,000 to 80,000 per month inclusive of fixed allowances.

Requirements

EXPERIENCE, QUALIFICATIONS & COMPETENCIES

Minimum Experience
• At least 10 years of experience in Financial Services with at least 3 years as a Chief Data Officer, Head of Data Governance, Head of Analytics, Senior IT Management, Business Management or Legal with responsibility for leading a team

Minimum Qualifications
• Master’s Degree in Business Administration, Computer Science, Information Technology or Data Science
