Health and Safety Manager

Job description / Role

As part of Macro’s global FM organisation, would you like to be the dedicated QHSEW lead on a new client account for a large public organisation in Dubai?

Our contractual scope of work includes the following, which you will lead or support with the FM team as appropriate:

• Develop H&S Management plan, Quality Management plan and BCP plan and regular testing.
• Develop Environmental and Waste Management processes and procedures.
• Develop and implement a H&S Risk Management program to oversee contractors Risk Assessments and SSoW.
• Monthly QHSE reporting.
• Conduct site inspections and audits, and train Macro FM Engineers to conduct routine HSE inspections.
• Provide training and mentoring of client Engineering staff on QHSE management so they can take over after MA contract.

You will support the operations team and account manager to meet or exceed client’s contractual requirements and KPIs for Macro’s FM services contract across their portfolio.

Responsibilities:

• Manage the implementation of Macro QHSEW management system and ensure these are aligned with client’s requirements at local site level.
• Manage account HSE legal compliance registers, communicate applicable changes and assure compliance in the country of operation.
• Assess QHSE performance of the client’s FM contractors in line with their KPIs, local compliance and H&S management system requirements.
• Assess adequacy of the client’s contractors’ safe systems of work to manage high-risk activities (incl. Permit-to-Work) and support operations team in monitoring the effectiveness of these.
• Support creation and coordination of the account annual audit and inspection schedule, undertake and support operational audits.
• Support development of risk and compliance processes and procedures to ensure best practice and suitability for contract.
• Review QHSEW impacts of proposed account contract changes.
• Train Macro staff, through the different medias, in all areas of QHSEW to ensure competence of account team.
• Lead Incident Investigations, prepare alerts, and share lessons learned.
• Promote QHSE management systems to all staff including coordinating QHSE meetings, forums, and produce minutes as required.
• Provide regular QHSEW reports for the client and Macro.
• Analyse results of reporting, audits, corrective actions, operations reports, review all Service Level Agreement and KPI’s and ensure mechanisms are in place to enable accurate measurement, reporting and rectification - identify gaps for improvement.
• Identify and communicate areas of improvement and best practice.
• Highlight any risks that may damage Macro or the client’s reputation or financial standing and suggest mitigating actions.
• Support internal QHSE audits of other accounts in the region.

Requirements

• Experience in a QHSE corporate H&S management or quality process management role covering a range of services.
• Diploma level qualification in occupational health and safety (e.g. NEBOSH, NVQ level 5, NCRQ Level 6 or local equivalent).
• Experience of Facilities Management and contractor H&S management.
• ISO9001, 14001, and 45001 internal Auditor certification & experience.
• Experience providing QHSE training and coaching.
• Knowledge of UAE, Dubai Municipality and Civil Defence H&S laws.
• Fluent English speaker and writer (Arabic or Asian languages would also be an advantage, due to local contractor workforce and client).
• HSE experience in public sector contracts.
• Knowledge of UAE fire and life safety code of practice.
• Qualification in environmental management is desirable.
