Key purpose

Serco operates in five major geographies: UK, Europe, Americas, Middle East, and Asia Pacific.

Serco was established in the Middle East in 1947. The business has matured rapidly in recent times, growing from £46.3mn in 2008 to £140mn in 2010 to well over £300mn in 2017. Its portfolio includes Light Rail, Air Traffic Control, Integrated Facilities Services, with Healthcare and Defence as key emerging sectors. Serco runs the iconic world class Dubai Metro and is also responsible for most of the Air Traffic control business across the Middle East, including Dubai Airport. Zayed University and Cleveland Clinic Abu Dhabi are key Facilities Management contracts.

The Middle East business has historically been UAE-focused, with more recent growth in Bahrain, Iraq, Qatar and The Kingdom of Saudi Arabia. In line with the wider group strategy, the CEO Middle East role is critical to growth within existing and new geographies and sectors.

The purpose of the HRBP role is to work with the HR Director and the Sector Managing Director to deliver the divisional people strategy and embed good people management practices, ensuring that the Sector strategy is aligned with the wider Divisional and Group strategies

Reason for role

HRBP role is instrumental in delivering HR people strategy and annual people plan to their respective Sector. The individual will work closely with the Divisional HR Director, Sector Managing Director and Contract/General Managers to ensure that the business meets its strategic and operational goals.

Structure and reporting relationship:

This role reports directly to the Divisional HR Director.

Key accountabilities

Core Job Purpose:

- Works with the Sector Leadership Team to understand the business requirements and support the divisional/group people strategy.
- Deliver the Group/Divisional people strategy to their Sector.
- Collaborates with Sector leaders in the strategic planning, implementation and monitoring of organisation design and workforce plans.
- Supports HR interventions and campaigns planned in the Division and countries, and leads the execution within the Sector to ensure the business objectives are realised.
- Evaluates the effectiveness of the HR interventions and ensures continual improvement in participation and engagement as a result of HR initiatives.
- Develops people solutions to ensure that Serco can deliver highly competitive bids, with the aim being to maximize value to the client, to secure the growth of the business.
- Deliver robust mobilisation and transition plans for new and current contracts in line with the SMS and BLRT process.
- Focused on the delivery of leadership, talent and succession planning.
- Lead and manage the Sector HR Business teams.
- Proactively advising management teams on maximising people performance, supported by people analytics, measurement and evaluation.

Strategy & Plans:

- Engage with Divisional HR Director to understand the long-term divisional people strategy and organisational vision in relation to Serco's business goals and agree priorities for the Sector.
- Engage with Sector Managing Director to understand the long-term Sector people strategy and organisational vision in relation to the Sectors' business goals and agree priority planning for the Sector.
- Maintains and manages the Sector people agenda and communicates plan to Business HR, HR SSC and HR COE as appropriate.
- Leads and owns the review of the workforce plan within their business unit and ensures that shared services are appropriately resourced to support the delivery needs of the business.
- Evaluates and monitors people risks, requirements using data, within the sector to drive the overall SME People Strategy and plan.

Growth & Financials:

- Develops a framework to support the development of bids contributing to business success and ensure that new contracts are provided with the appropriate level of Business HR support.
- Works closely with BD Team to ensure new bids in the Sector are planned, coordinated and resourced effectively;
- Leads the development of people solutions for the Sector to ensure that Serco can deliver highly competitive bids, with the aim to maximise value to the client, to secure the growth of the business.
- Reviews and interprets the performance of HR service delivery against objectives, strategy and budgetary targets for their Sector.

Customer & Markets:

- Review service performance reports and metrics to understand current status/issues, required changes and opportunities for improvement.
- Leads the development of excellent employee relations through building positive relationships with employee representatives for the Sector.

Organisation & People:

- Review and implement talent, succession and strategic workforce plans.
- Leads the implementation of employee engagement initiatives across the Sector.
- Promote understanding and implementation of the HR standardised policies and procedures.
- Leadership and direction setting for Business HR teams and mobilising teams as required to realise plans

Scope & Complexity of the Role:

- Provide HR Leadership of a Sector within theMiddle East Division.
- Advisor, coach & mentor peer groups and sector management / leadership team.
- Provide professional HR service to a GBP 100M+ business
- Supports a geographically dispersed business (covering up to 1000+ employees). This also includes multiple countries with a Sector.

Requirements

Essential technical and professional skills, knowledge and qualifications

Individuals will ideally be chartered professionals with extensive experience and a post graduate qualification.

- A minimum of 10-15 years HR experience.
- Minimum of 5 years at a senior management level.
- Experience leading a team of people
- Client facing experience

Knowledge & Experience:

- Understand where HR can add value to the business.
- Demonstrate commercial acumen and prioritise on a financial basis. Influence and build strong partnerships with key stakeholders.
- OD knowledge for analysing the people issues affecting business performance.
- Strong generalist HR background (i.e. working with reward, recruitment, OD, L&D and employee/industrial relations).
- Evidence of delivering change in complex and demanding environments.
- Ability to analyse and present People data to drive business decisions
