Employment: Full Time

Serco Middle East is looking for a HSQE Officer - Subject to Contract Award who will be a subject matter expert on health and safety matters affecting the company and client operations and will be based in Abu Dhabi, UAE.

Structure and Reporting Relationship

Reports to: Department Manager or Section Lead

Key accountabilities

- Provide management of HSQE in the workplace, ensuring consultation and communication amongst employees and management.
- Implement programs to provide a safe and healthy working environment for all personnel.
- Drive the HSQE risk management process within the company, provide support and educate staff in risk analysis/hazard identification, and review and development of policies, procedures.
- Identify training needs and provide HSE training to staff, including annual testing of emergency responses.
- Participate in external and internal audits of this system as required.
- Provide specialist advice
- Promote a positive health and safety culture within the contract
- Identify health and safety requirements/improvements
- Help resolve any health and safety issues to an acceptable outcome
- Monitor the performance of Serco's health, safety and quality programs
- Carry out other duties as directed by the line manager or member of the senior management team.

HSQE Responsibilities and Information Security Responsibilities

- To exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Serco organizational HSE responsibilities
- Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
- Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy
- Ensure compliance with all training requirements of Serco and ensure adherence to these requirements at all times whilst in employment
- Awareness of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements
- Understanding of personal responsibilities and contribution to achieving compliance with the Integrated Management System requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above
- Exercises their personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions
- Promotes a good HSQE and Information Security culture among their peers, subcontractors and third parties
- Leads by example and look at ways to conserve energy, water and resources and minimize the generation of waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels
- Protects information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental
- Promotes a good HSQE and Information Security culture among their peers, subcontractors and third parties.

Technical and Professional Skills

- Practical experience in the principal HSQE functions.
- Operational understanding of MEP services.
- Preferably with experience in a Facilities Management working environments.

Knowledge

- Good knowledge of ISO 9001, 14001 and OHSAS 18001
- Knowledge of AD EHSMS, NFPA, HTM
- Personal integrity and personal values consistent with Serco's governing principles.
- Good analytical skills
- Articulate, well developed verbal and written communication skills.
- Sound computer skills
- Ability to work in a team environment
- Able to remain calm in stressful situations
- Commercially aware
- Good command of English language

Requirements

Qualifications

- NEBOSH Certificate, IV or diploma in occupational health and safety.
- Project management qualification/experience (e.g. APM)

- Comply with relevant legislations, policies, procedures and guidelines
- Take action including the timely reporting of hazards, incidents and injuries to avoid, eliminate or minimize the risk to themselves or others
- Make proper use of all safety devices and personal protective equipment
- Not willfully placing at risk by your acts or omissions the health, safety and welfare of others at the workplace
- Seeking information or advice regarding hazards and procedures before carrying out new or unfamiliar work
- Be familiar with emergency and evacuation procedures, the location of first aid and emergency personnel and equipment, and if appropriately trained, the use of such equipment.
- Participate when required in training and induction programs relating to HSE.
