Purpose of Position

The Solution Delivery Manager will be responsible for managing the relationships between IT and PB MENA Business Units in order to manage the discretionary project demand placed upon IT in addition to being a definitive source of knowledge, technique, or expertise in a specific business related subject area such as Engineering Systems, EDMS and PB Enterprise applications

A key part of this role will be to ensure that Business Unit demands are identified as early as possible so that an appropriate level of IT support can be provided as early as possible in the project life-cycle.
It will usually be expected that where Business Projects have been identified that the job holder will be responsible for the successful delivery of the project on time and on budget whilst supporting the business in any change management activities required ensuring the successful IT project delivery. The job holder will play a critical role in being the conduit between the IT subject matter experts and the PB Business Units to ensure project success.

Key Responsibilities and Duties

Position Specific

Analyse, document and propose solutions for business sectors and prepare functional specification. Manage program design and coding techniques
Maintain a close working relationship with Business Unit Management teams to ensure the IT project pipeline is managed in an orderly coherent manner and that project timelines and priorities are well understood.
For those projects assigned to you, acquire an in-depth knowledge of the PB Business Unit requirements and project benefit drivers in order to support the business in producing viable business cases for proposed IT projects.
Liaise with other members of the IT Management Teams and IT Functional Managers to ensure that all IT resources applied to project related activities are used to their full potential.
Liaise with other members of the IT Management Teams to ensure business facing IT communications are consistent and agreed and portray a consistent message to all stakeholders.
Produce robust plans and budgets for each IT project opportunity ensuring that these are realistic and conform to the current IT policy.
Support the key business stakeholders in transition management ; ensuring that business as usual is maintained during the implementation of any new IT projects and the changes are effectively integrated into the business
Understand the current IT application offerings and ensure that projects you deliver are taking maximum advantage of the existing application portfolio and IT infrastructure both within the MENA region and broader PB IT community.

Technology specific:
Design , develop and support MS SQL database products and services to ensure their performance, availability and security, including rollout and upgrades
Identify scope for , design , develop and manage lifecycle of line of business applications (primarily based on .net development technologies)
Analyze and identify requirements, implement, integrate and control project EDMS solutions across MENA regional locations.
Integrate , manage , support and enhance MS Sharepoint systems and its services

Project Oversight
Responsible for the ‘on time delivery’ of projects to time, cost and quality
Responsible for the delivery of those project deliverables which will ensure the agreed project benefits are realised by the business
Management of resources allocated to your project team and project budgets
Management of risks, issues and change for each project you are responsible for
Presenting project progress and status to both internal and external stakeholders
Initiate extra activities and other management interventions where gaps in each projects plan are identified or issues arise
Act as an escalation point for the projects under your control
Manage hand-offs with other teams to ensure end user issues affecting your projects are resolved timely and accurately
Ensure the appropriate CIT specialist is consulted where specialist IT advice and guidance is required e.g. Infrastructure, EDMS, CAD and Engineering systems
Support the delivery of the IT projects under your control by undertaking some of the ‘normal’ project activities and roles which would include, but not be limited to, Business Analysis activities and User Acceptance testing where project demands dictate
Conduct formal post implementation project reviews and develop ‘lessons learned reports’ which will benefit future IT projects
Support any business led activities associated with benefits realisation ensuring that the accrual of benefits can be achieved and measured both during the project implementation and thereafter
Assist the Regional IT Manager in forward planning IT resource requirements and project activity taking into account the business objectives of the projects under your supervision

Skills and Attributes
The job holder will require a comprehensive knowledge of the business environment(s) they are responsible for; ideally direct business and IT applications experience in a specific subject matter area. In particular, they need an understanding of Document Management applications and their use in an Engineering project centric environment. The job holder will be expected to have experience of the management structures, politics and culture of a typical corporate organisation. They need proven project delivery skills to ensure maximum advantage is obtained from any new IT project implementations in an environment where change is resisted.

Project management experience should have been gained in an environment where structured Project Management techniques have been used where the focus is on managing and delivering IT project benefits to staff at all levels of the business.

When undertaking a Subject Matter Expert role the job holder is expected to be articulate and able to communicate Subject Matter information effectively to diverse audiences. In particular the job holder should be capable of translating subject matter terminology into business terms, and recommending alternative solutions to both senior management and IT technical teams.

Work with business management to propose, agree and deliver Information Technology services.

Communication & Team Work
Provide necessary tools for effective collaboration within the cross functional teams in IT and other business sectors
Develop positive and effective communication and working relationships with PB Managers and key stakeholders through feedback, evaluating process improvement and cost reduction initiatives.

Systems & Processes
Analyse existing work processes, policies, procedures to identify and implement efficiencies and service improvements in information systems
Ensure systems, processes and methodologies, as specified, are maintained to ensure effective monitoring, control and support of service and application delivery
Promote and develop continual improvement techniques
Support PB’s Business Management System.

Requirements

Knowledge and Experience

Required Work Experience & Knowledge:
Experience of the full project lifecycle, delivering both bespoke and package applications
Experience of managing multiple concurrent projects
Proven track record of successful project delivery of medium and large scale IT projects on time and budget with a track record of managing several small/medium projects at the same time
Good knowledge of techniques for planning, monitoring and controlling projects
Good knowledge of budgeting and resource allocation processes procedures
An ability to find ways of solving or pre-empting problems.
Excellent oral and written communication skills
Strong knowledge of writing requirements specifications for Information Systems
Excellent knowledge of .NET enterprise applications and relational database design experience
Experience with management of multiple MS SQL RDBMS on diverse systems. Strong knowledge and broad experience of MS SQL, which includes writing T-SQL, Stored Procedures, Monitoring and tuning, etc.
Sufficient experience with Document Management applications – EDMS: system design, implementation and integration.
Broad understanding and work experience with MS Sharepoint Technologies: design, integration and support.

Essential Qualifications & Attributes:
Knowledge of ITIL.
Degree in ICT related discipline or equivalent work experience
Strong team leadership skills and experience, ability to work well within a team.
Results oriented with excellent communication and interpersonal skills
Flexible attitude, ability to effectively prioritise and execute tasks in a high-pressure environment
A commitment to quality and thorough approach to work
Desirable Qualifications and Formal Training
Masters degree in computer science
Knowledge and experience of Document Management solutions and in particular the Open Text Livelink (ECM Suite) application
Industry certifications in Software Development
