Job description / Role

Employment: Full Time

- Leads the Mechanical team of discipline engineers in the delivery of the safe and orderly handover of the facility/plant from the construction contractor to the owner or operator, demonstrating its operability in terms of performance, reliability, safety and information traceability, The overall goal is to verify that the systems are designed and built to fulfil its purpose and specified requirements
- Leads Commissioning Mechanical input to the Design Process for the assigned project(s) to ensure that Commissioning and operating safety is addressed in the design and that all phases of the initial start-up (Including one-off special procedures) are adequately covered in the design specifically including definition of systems and system turnover sequence and that consideration has been given to the pre-commissioning of the process units
- Supervises the Mechanical discipline field commissioning effort to ensure large project, or several smaller projects are commissioned in accordance with design, budget, and schedule. Responsible for assuring that all systems and components of a building or industrial plant are designed, installed, tested, operated, and maintained according to the operational requirements of the owner or final client for either new projects or existing units and systems subject to expansion, renovation, or revamping

RESPONSIBILITIES
- Provide leadership in health, safety and environmental (HSE) issues during the design phase and on site
- Ensure hazard/risk analysis is performed before start of activities
- Work with engineers and vendors in the design phases to align handover and commissioning activities
- Participate in workshops on design aspects that may assist in pre-commissioning, commissioning and start-up activities
- Attend and provide input at P&ID, hazard and model reviews
- Review cause and effect diagrams and spare parts orders
- Assist with the development and management of commissioning and startsup budget, including forecast for future staffing requirements
- Develop commissioning record (closeout) documentation throughout the project and submit documentation over to the project manager before substantial completion. Responsible for developing a well-thought-out documentation plan with the close-out information being collected throughout all of the project phases
- Preparation of project documentation including pre-commissioning and commissioning procedures. Provides input to operational procedures
- Input to the project commissioning and start-up plan including detailed activities and start-up logic
- Supervision of all on site commissioning activities as appropriate including P&ID checking (system check/walk-down/punching), mechanical completion, pre-commissioning, cold commissioning (dry/wet), hot commissioning
- Supports pre-start up safety review with client and construction contractor (and PMC and licensor as appropriate)
- Supervises start-up, and ensuring full punchlist handover to operations for performance testing and post-commissioning
- Supervises commissioning team to ensure delivery against milestones and Key Performance Indicators (KPI's)
- Supports management of site materials and logistics
- Coordinate contractor, subcontractor and vendor activities associated with pre-commissioning and commissioning
- Interface with Operations Team in commissioning, start-up and final turnover of the facility/plant
- Assist in Operational Readiness Plan and Project Execution Plan development
- Carry out progress reporting for all phases of the commissioning and start-up of the facility
- Typically directly line manages up to 10 people. Typically manages related activities, requiring awareness of wider construction activities, and integrates and coordinates relationships with other parts of the project over a short term horizon (months)
- Decision-making involves the use of judgment and there is an emphasis on the development of new/improved procedures and on the translation of policy into operational plans
- Interaction with others requires highly developed skills to motivate, inspire and persuade
- The focus is on the delivery of medium term results within clear policy and precedent and outputs are subject to periodic review against targets. Role has a significant impact on performance of commissioning activities

Requirements

Qualifications:
- Typically, minimum qualified to ISCED Level 5 (technical diploma / apprenticeship) or equivalent combination of qualifications and experience

Knowledge, skills and experience:
- Must have experience of Total Opercoms and ICAPS
- Appropriate level of commissioning experience in relevant industry sector, typically a minimum of 10 years of practical experience
- Good standard of general computer literacy
- Fully conversant with regards to discipline technical knowledge
- Expert level of experience interpreting discipline documentation
- Ability to monitor work progress and report against the plan
