Title:
Planning and Cost Engineer

We are looking for a Planning and Cost Engineer (Power Plant) for major, FEED and EPC/EPCM projects. Fluent English and intermediate Turkish language knowledges are mandatory.

Roles and Responsibility

The Planning/Cost Engineer will have a proven career in planning, scheduling and cost control activities in all project phases primarily within the onshore Power Plant business sector.
- Establishing and managing project planning, cost and risk analysis workshops
- Organize, monitor and control project costs and will define project needs for cost control in accordance with contractual requirements, objectives, and Company procedures.
- Providing regular analysis and written explanation of schedule variances
- Providing accurate and timely "what if" schedule scenarios as required by project management.
- Actively identifying and initiating project schedule deviations and providing schedule analysis and impact for all project deviations .
- Act as Cost Focal Point for specific project scopes as required.
- Develop and maintain Project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for specific scopes.
- Develop project budget in accordance with project estimate and CTR Catalogue.
- Manage the project work approval process in terms of accurate cost code allocation and initial budget set-up and approvals.
- Develop and maintain project cost plans using appropriate software applications.
- Monitor and control cost commitments and expenditures through all phases of project lifecycle.
- Liaise with procurement, finance, and time-capture functions, and third parties as required, to ensure accurate and timely capture of procurement, materials, subcontract and labour manhour costs. Ensure costs are allocated accurately in accordance with approved project WBS.
- Liaise with engineering, procurement and construction functions, and others as required, to maintain awareness of project activities and their impact on the project budget, schedule and cost forecast.
- Provide copies of project cost performance reports in accordance with project reporting requirements.
- Produce and issue updates to project cost forecasts.
- Monitor and report on cost impact of project manpower forecasts.
- Coordinate development and issue of project change orders/variations in accordance with engineering and construction change notifications.
- Assess and communicate cost and schedule impact of change notifications.
- Monitor cost impact of achievement/non-achievement of major project milestones.
- Monitor overall project cost performance and contingency drawdown.

Requirements

Qualification

- Experience with Project Planning software such MS Projects & Primavera (P3 to P6).
- Knowledge and application of Cost/Planning Engineering principles.
- 8-10 years' experience in cost/planning engineering positions.
- Knowledge of engineering and construction projects in the Power Plant Industry
- Good knowledge of computerised Cost Management and reporting systems preferred together with ability to consolidate cost data from a number of sources for overall presentation. Good understanding of Cost Control, Estimating, Change Control and Risk Analysis FEED, Detail Engineering, EPC/EPCM project execution and discipline activity sequencing
- Strong work ethic and commitment
- Strong analytical & problem-solving skills.
- Able to effectively communicate with his team and Senior Management.
- Degree in relevant technical or business discipline or can be substituted by suitable industry experience.
