Planning & Development Officer - Process, Planning & Projects - SkyCargo

As a Planning & Development Officer, you will be responsible for all aspects of Business Process, Planning and Project Delivery which includes leading & managing cross-functional business improvement projects whilst ensuring all Project Management principles are followed.

The job holder is required to document, maintain and update SkyCargo business process repository periodically.

The Job also requires higher proficiency of data analysis and experience of using various analytical tools. Ideal candidate should have experience in leading and managing the business improvement, technology and facility planning and development related projects.

Identify, develop and implement business process improvement measures to achieve strategic and operational objectives. This is achieved through systematic application to Industrial Engineering techniques/methods, collating and analysing data, setting measurable and relevant KPIs, reviewing operating processes and recommending system enhancements from standpoint of productivity improvement.

Job Outline:

- Research and analyse data to establish accurate and reliable productivity and performance norms in order to present recommendation to the management for the purpose of benchmarking the operation, providing budgetary information and improving processes and business performance.
- Provides ongoing support to the management by continuously monitoring processes against objectives and by providing proactive guidance to optimize efficiency, service delivery, costs and customer services.
- Identify opportunities to improve operational efficiency and process accuracy through system enhancements and liaise with relevant controllers to progress and implement the same. Translate business needs into business requirements and manage priorities among competing requests.
- Design, develop and maintain various management information system reports of all the business units in order to ensure constant performance monitoring. Retrieve meaningful data by intelligent queries using related analytics software. Provide valuable business intelligence and insights through analysis of data and scenario planning by way of simulating workflow/volume and impact to the operations. Streamline and provide recommendations on process improvement opportunities in terms of cost, time and service levels on the basis of existing operational standards and world class benchmarks.
- Independently undertake projects/research to evaluate and and implement proposals received from various sources on productivity for decision making at senior level. Provide professional guidance/coaching and analytical support to the project/cross-functional team members in the application of methodology, tools and techniques to be used during projects in order to ensure successful achievement of continuous process improvement in all facets of the business.
- Educate and increase awareness across the business on the available and new tools, techniques and methodologies, for continued effective collaboration and leverage of available information to improve decision making in the day to day operations.
- Design, maintain and enhance operational performance measurement methods and relevant KPI dashboard to measure system throughput, operational efficiency, productivity and system reliability. Standardise reporting and information sharing amongst operation and other departments. Work with different functional and support units to identify areas of weak performance and support management in the design of performance improvement plans.
- Conceptualise, develop and implement relevant data inputs required to maintain an accurate forecasting model aimed at providing volume/workload and manpower forecast and to support the annual budgeting carried out by division management.
- Conduct periodic studies and audits on processes to monitor deployment standards, identify potential areas for improvement and to ensure that identified changes proposed and agreed have been effectively implemented.

Cargo specific

- Design, monitor and report on monthly basis contractual KPIs with contracted outsourced manpower supplier with regard to service level agreements including penalty provisions and incentive programs and discuss measurements for performance improvement in case of need.
- Work closely with administration department and payable accounts to justify actual invoices from these third parties.
- Use the existing time attendance system to identify quality/performance gaps which has an impact on operational and brand image.

Service delivery

- Liaise with CASA and support within the department the complaints and compliments handling processes and ensure necessary recommendations are updated via the related corporate and department applications, to enable the management take appropriate decisions.

Requirements

Qualifications & Experience

Experience

- Airport Operations / Other : 3+ Years

Qualifications

Degree or Honours (12+3 or equivalent)

- Degree preferably in industrial engineering or scientific/commercial discipline with diploma in industrial engineering.
- Experience preferably in airport operations /airline environment.
- It is desirable to be a certified First-Aider or Fire-Warden.

Knowledge/Skills

- Knowledge of project management and consultancy services.
- Comprehensive knowledge in the development and review of innovative solution to operational problems.
- Proficiency in MS packages, report writing skills, procedure documentation.
