Procurement Engineer

Job description / Role

The mission is to perform purchasing of technical goods and services for an industrial operation. With the knowledge of the equipment, materials and supplies used in an Industrial Gas segment, this role holder shall be able to identify the suppliers, evaluate suppliers and negotiate purchase agreements and maintain the inventory of supplies. Controls the risks associated with supplier relationship and strategy of the subsidiary.

1- Sourcing
- Cover the whole spend for attributed categories
- Comply with delegation rules
- Define a sourcing strategy for attributed categories: number of suppliers, supplier share, length of contract... Maximize the use of frame agreements
- Demand management with Users for categories sourced with the support of the Procurement Manager
- Define specifications with the Users and the appropriate Technical Experts
- Monitor supplier market of attributed categories
- Identify potential suppliers
- Apply the standard terms and conditions (including standard payment terms) appropriately to each category and in major and key orders and contracts. Notify any penalty, long-term commitment, take or pay agreement, barriers to supplier switching to the Procurement Manager and, if necessary, to the CFO
- Analyze the supplier's’ proposals: price, safety, quality, reliability, ability of a supplier to support entity in its development
- Negotiate with suppliers and make a recommendation on supplier selection
- Ensure transformation of negotiated savings in P&L, and take action against savings value leakage: insufficient demand management, non-compliance with frame agreements, process and logistics inefficiencies, suboptimal payables management...
- Follow up performance indicators for sourcing, referential, requisitioning. Analyze the gaps and propose improvement action plans.

2- Supplier Management
- Organize qualification for new suppliers according to the company qualification procedure
- Manage the contracts in the attributed categories.
- Follow the performance of suppliers with the inputs of end users.
- Ensure that sanctions are defined and applied (such as elimination, non-payment...), if suppliers negotiate outside the frame agreements, or if suppliers repeatedly do not respect the terms and conditions of the frame agreements
- Ensure that supplier evaluation is conducted for suppliers (to be listed): in a monopolistic situation or classified as critical
- Define a plan to continuously optimize the number of suppliers as appropriate.

3 - Develops relationships with internal customers and partners
- Meet internal customers’ specifications
- Initiate demand management with Internal Customers.
- Perform advisory role for inventory management.
- Ensure that negotiated frame agreements are correctly explained to End users
- Provide data to the one in charge of Spend Analysis
- Provide inputs in the purchasing savings goal setting, the definition of savings action plans, and the report of purchasing savings and total cost cutting opex
- Manage supplier database and validate supplier and spare parts introduction into ERP.

Requirements

Bachelor’s degree in Engineering discipline, with experience of 5+ Years in Procurement/Purchasing and at least 2-3 years of Oil & Gas Project management experience. Must be speaking English and Arabic is desired.

Knowledge, Knowhow and Skills:
- Inco-Terms and Contracts administration skills.
- Negotiation skills
- Knowledge of the supplier markets for Industrial gases entities.
- Knowledge of the products or services related to Cryogenics Piping, Tanks and related parts (e.g. valves, nozzles).
