Job description / Role

Employment: Full Time

Procurement Officers are key member of the Procurement Department. He / She executes the procurement functions and supports the Procurement Manager in ensuring the smooth working of the department. He also mentors and coaches the Purchase Assistants and is very well versed with process, systems and controls. Senior and Junior Procurement Officers are the back-bone of the Procurement Department and are directly accountable for driving the department’s KPI’s. Procurement Officers will be handling predefined set of commodities and supporting specific departments.

Senior Procurement Officer is expected to handle more commodities and vendors. He / she must be able to have preliminary discussion with the vendor and support the Procurement Manager in vendor negotiations.

Junior Procurement Officer is expected to handle smaller number of commodities and vendors. He / she will handle non strategic items and will focus on process execution and routine purchases.

Reporting to: Procurement Manager

Key Accountabilities:

Procurement Operations:
- Transactional Processing
- Quotation Process
- PO Creation / Vendor Follow Up

Vendor Management:
- Execute process for vendor empanelment and assessments
- Set up vendor meetings

Give information on decisions the incumbent is expected to make; state the level of authority, if any, over personnel and financial matter.

Procurement Officer provides all the required information to facilitate decision making by Procurement Management and Executive Management.
- Start each task with a summary statement of the activity to be performed and, where necessary, with information on the guidance or standards within which the task is preformed

Manage the day to day operations of the Procurement Department
- Quotation process / review quotations and get necessary approvals
- Process PR / Place PO / Follow up on delivery issues
- Coordinate with departments to ensure procurement requirements are verified and approved
- Custom / freight forwarder clearance
- Resolving quality, issues, if any, with concerned department and stores
- Facilitate product returns working with concerned department and stores
- Track key procurement activities to ensure timely closure of all transactions from requisition to product receipt

Requirements

- Graduate Degree in Business Management, Supply Chain Management, Engineering
- Certification / diploma in Procurement / Supply Chain Management highly desirable – e.g. Certified Purchasing Manager
- Relevant industry experience with good awareness of procurement process and product / raw materials familiarity
- Comfortable with the technical nature of the products that are being sourced
- Exposure to heavy manufacturing experience is desirable and preferred
- Direct experience with trailer manufacturing business highly preferred and desirable
- Technical expertise is mandatory either through educational background or work experience

Technical Competencies:
- Technical understanding of the materials to be sourced as well as the finished goods – understanding of the value chain
- Good negotiation skills
- Research capabilities to find sourcing alternatives / options
- Very comfortable in using ERP - SAP / Oracle as well as intermediate skills in MS Excel

Key Performance Indicators:
- Operational KPI's: Timely processing of Purchasing Requests (PR); Timely processing of Purchasing Orders (PO); Timely Receipt / Delivery; and Monitor and action on open PO’s
- Achieve target cost savings as determined by management

- Collaboration with internal stakeholders – Finance / Production and Service & external stakeholders - Vendors

Work Hours:
- Work Schedule – Sunday through Thursday / Work Hours – 8:00 AM to 5:30 PM – May extend beyond 5:30 for management staff
- Alternate Saturdays are work days and must be available on all Saturdays
