Proposals Manager - Suez Recycling & Waste Recovery Middle East

Working within the framework of Suez's Middle East Business Area policies, processes and commercial strategy, the 'Proposals Manager - Suez Recycling & Waste Recovery' is responsible for the design, development and production of competitive proposals in solid waste treatment, recycling and recovery.

The Proposals Manager is part of the Bids team, and works in close coordination with the Business Development and RW&R teams. This role is based at Suez's Middle East head offices in Dubai.

Responsibilities and duties:

The Proposals Manager serves solid waste treatment tenders in the GCC market, and is responsible for Suez R&WR bids and proposals from pre-bid stage until project award, including being directly involved in design engineering, value engineering, client/supplier/stakeholder negotiations, and cost estimation.

• Prepares and delivers client presentations related to solid waste treatment, upon request of the Business Development Manager or Bids Director.
• Supports Business Developers in meetings with external stakeholders (clients, consultants and partners), and is a key contributor to presentations and negotiations.
• Estimates and benchmarks the financial value of the project (CAPEX, OPEX, NPV, cash flows and exposure) against bid evaluation criteria.
• Determines client requirements as defined in the specifications.
• Collaborates with the Business Developer to determine project feasibility (scope and budget) and defines the key drivers of competitiveness. Establishes the strategy for the proposal accordingly, including the target price and main deviations against the specifications of the tender.
• Defines the design and dimensions of the technical proposal. Defines project quantities and schedule, and negotiates commercial terms with the relevant internal stakeholders.
• Supervises and steers all aspects of the proposal: technical, financial, contractual and staff (leads the proposal team/resources).
• Accountable for the timely production of all proposal deliverables including all related research.
• Chairs meetings; tracks and monitors decisions.
• Manages all proposal resources and ensures that all tasks are assigned, roles defined and staffed, and team aligned. Draws up the proposal budget, monitors and controls until all expenses are closed.
• Identifies risks and opportunities, and accountable for the preparation of all risk registers. Recommends mark-ups and other mitigation strategies wherever necessary.
• In coordination with the Business Developer, manages relationships with construction partners and steers the development of consistent and competitive offers.
• Leads discussions with suppliers & subcontractors, and contributes to setup of contractual agreements.
• Ensures that the chosen technologies, treatment lines, plant layouts, etc. meet the proposal strategy and the cost-competitiveness requirements.
• Defines, in collaboration with the relevant department, the future project-execution organization chart, the procurement and construction delivery strategies and the overall Project delivery schedule.
• Provides expertise and active input towards defining the project execution and delivery strategies.
• Ensures that the proposal is compliant with corporate policies and procedures.
• Presents and defends the proposal with the Business Development Manager
• Ensures the transfer of all proposal files to the project execution team once the project is awarded.
• Coaches and empowers junior proposal engineers.

Requirements

• Bachelor’s degree in engineering, or certified equivalent qualification in engineering, is mandatory
• Additional qualifications, such as professional accreditations, are highly desirable.

Experience and skills
• Minimum 7 years’ specific experience in waste treatment; minimum 10 years’ total work experience
• Previous/relevant Middle East proposals experience is a must.
• Proven technical and operational know-how in EPC methods for waste treatment plants
• Recent hands-on experience in cost estimation for waste treatment projects (contracting side).
• Broad multidisciplinary knowledge relating to waste treatment methodologies and technology
• Experience managing and/or working within cross-functional, geographically-spread teams.
• Operational experience, or experience in design & execution, of such projects, is an advantage.
• Strong planning and organizational skills, able to translate business strategies into clear objectives, plans and team priorities. Rigorous individual who pays careful attention to detail.
• Able to establish and maintain effective business relationships with key stakeholders at all levels with strong influencing skills
• People leader with strong coaching and communication skills, fosters teamwork to enable teams to deliver against objectives. Enthusiastic and team oriented; able to work well in cross-functional teams.
• Strong relationship building skills that support the ability to engage with a number of diverse work streams to ensure delivery and performance
• Able to work with people of varying abilities and nationalities; demonstrates cultural sensitivity.

Languages
• Essential: Fluency in written and spoken English.
• Beneficial: Arabic/French/Hindi or any other major languages of the typical Middle East workforce.
