Security and Loss Prevention Manager - Subject To Contract Award
Reporting to: Typically reporting to the General Manager
Division / Function: Serco Middle East / Integrated Facilities Services

Base location: Abu Dhabi, UAE

Key purpose

- To manage the overall security operation and requires direct management of all security and reception functions. This is inclusive of security guarding, security systems, security plans, policies and procedures including all aspects of reception roles and functions.
- To manage the approved procedures for the facility and responsible for providing appropriate, actionable and cost effective security services to all current and prospective clients.

Reason for role

The post holder will be responsible for monitoring compliance and training delivery at a local level for all Security policies, procedures and operation of all computerized safety and security systems, such as: Control Rooms, CCTV, Access Control Systems, ID Card System, Parking Management, Mail, Loading and Logistics Security Operation, underground Car Park and District Cooling Plant and other designated places.

Lead the preparation of proposals for new security measures to improve the security and seeks approval from the Client to implement the same.

Structure and reporting relationship

Typically reporting to the General Manager. To lead and provide guidance to the security and loss prevention team.

Based on the specific requirement of the role

Key accountabilities

- Coordinate and organize the day to day operations for security.
- Ensure all patrolling, inspection and escort duties are monitored and performed to a high standard and in accordance with contractual requirements with service providers
- Provide direct liaison with tenants , management and client on all security and other operational matters
- Ensure all employees, tenants , contractors and third parties are adhering to security procedures.
- Prepare security plans for specific events (VIP visits, Conferences , Board Meetings etc) .
- Management of access control and CCTV monitoring and programming
- Management of key control, issue and management
- Management of lost and found including property management
- Manage the development and implementation of security document standards and administrative functions
- Management of the Security Department's budgets, including projects relevant to areas of responsibility
- Support the development and implementation of critical incident plans including emergency and evacuation plans, crisis management and business continuity plans
- Liaise with external security agencies ensuring the security service are delivered in compliance with legislation.
- Organise and manage daily security operations and provide direction to subordinate supervisors and coordinators regarding security activities and works of their functional areas.
- Ensure and develop the competence of the team-members and provide mentoring, coaching and support as required.
- Produce and implement the Security Service Training Plan and carry out regular Tool Box Talks on relevant topics.
- Carry out threat analysis and implement security measures appropriate to the threat.
- Manage the budget in line with set expenditure and review the monthly invoice to ensure value for money and compliance with contractual obligations.
- Monitor Key Performance Indicators and agree improvement plans within an agreed timescale where these fall below set standards.
- Developing security procedures and instructions related to security duties, enforcement of Serco and Contract security policies.
- Carry out the investigation and reporting on security incidents and issues.
- Monitor and control staff performance to satisfy the agreed KPI's.
- Liaise with customers and senior managers on the Contract to ensure the agreed level of service is being delivered to the standards required.
- Produce monthly, quarterly and other reports in the correct format and within the timescales dictated by Serco.
- Investigating customer complaints and providing written reports to the General Manager with recommendations for remedial action.
- Review the Control Room and Building Logs daily and investigate any anomalies accordingly.
- Investigate all instances of crime, vandalism, traffic offences or any other security related matter and produce formal written reports in the relevant format within a timely manner.
- Make regular inspections around the facilities, inspect the Security Service and liaise directly with the relevant point of contacts.
- Manage the Departmental asset register.
- Carry out other duties as directed by the line manager or member of the senior management team.

Health, Safety, Environment & Quality Role Accountabilities

- Ensure compliance with all training requirements of Serco and ensure adherence to To support the development and implementation of the Serco Management System (SMS) and provide the leadership to ensure that contents of Health, Safety Quality & Environment and Information Security Policy Statement are known and understood by the contract staff
- To comply with the organization's QHSE policies and procedures at all times.
- To work safely at all times and to report all hazards and incidents recording all in Assure
- To actively participate in all QHSE training, programs, audits and inspections, as necessary
- To exercise a personal duty of care for your own health, safety and welfare and to that of all others.
- To lead by example and ensure to protect the environment by conservation of electricity, water and other natural resources, and minimising generation of waste.
- Conduct regular leadership HSE tours and inspections
- To protect information assets including both electronic and paper based from all threats whether internal, external, accidental or deliberate.
- Conduct regular reviews of Information Security Performance and promote ways to improve security integrity
- Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
- Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy
- To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Serco organisational HSE responsibilities
- Ensure compliance with all training requirements of Serco and ensure adherence to these requirements at all times whilst in employment
- Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process

Requirements

Essential technical and professional skills, knowledge and qualifications

Technical and Profession Skills

- 10 years minimum experience, preferably in shopping centre, mall or large retail public space experience (Facility Management in airports, convention centres etc).
- 5 years minimum experience in the Middle East in security or related industries (including military or police service).
- 3 years in security managerial role for large scale projects.
- Able to demonstrate competence in the productive use of all security resources including physical, manned guarding and electronic to achieve end results within an operating environment with commercial constraints.
- Trained and managerially experienced in emergency and crisis management.
- Good understanding for all security functions to ensure appropriate levels of performance.
- Extensive experience of security operations and systems, with proven experience in technology for security including physical security, CCTV and access control systems
- Trained and managerially experienced in emergency and crisis management.
- Able to manage and implement operational procedures, training, standards and policies for security and general operational duties and functions.

Knowledge

- Strong interpersonal skills with a front of house presence to interface with tenants and help resolve their problems and security concerns
- Able to communicate at senior level with VIPs and generally strong in delivering quality customer service.
- A high competency in both Arabic and English languages.
- Excellent oral, written and interpersonal communication skills.
- Strong commercial capability with ability to manage projects for development operations and systems for security.
- Able to demonstrate effective productivity with the use of available resources to achieve results within complex and challenging work environments.
- Problem solving ability with a clear understanding of security objectives.
- Ability to see problems as opportunities and to manage well under pressure.
- Proficient in Microsoft packages including word, excel and PowerPoint. Adaptable to use company systems as required to the operations.

Qualifications

- Diploma in security , risk management or equivalent training/qualification in security or similar related field.
