Role Summary:
During the tender phase, the M&E Subcontracting and Tendering Manager is responsible for the development of the M&E installation costs and manpower loading which form the subsequent budgets in execution. In the execution phase, the Subcontracting and Tendering Manager is leading the inquiry process from preparation to signature and execution follow-up of the different M&E subcontracts required to realize the electromechanical installation of the GE scope of supply on the TKSI sites.

Essential Responsibilities:
During Tender Phase (ITO)
• Obtain all relevant information for consideration in the development of the M&E tender strategy and cost estimates
• Establish potential subcontractors list, based on GE database or external sources
• Screen and prequalify bidders
• Obtain the technical scope data from Construction Engineering, or build a technical folder based on project specific documents or equivalent documents
• Execution of the inquiry process and clarifications with bidders
• Review of offers for compliance to scope, T&C's, EHS, Finance
• Perform cost estimates for M&E installation subcontracts and M&E site staffing costsDuring Execution Phase (OTR)• Evaluate and develop optimized execution strategies with Construction team
• Establish the subcontracting schedule, in accordance with the project schedule
• Complete prequalification of potential bidders if bidder list has been modified since tender
• Obtain the technical scope data from Construction Engineering, or build a technical folder based on project specific documents
• Ensure that the subcontract work scope is clearly defined and reflected within the relevant contract documents
• Prepare the Request for Quotations packages (technical & Commercial) for each subcontract
• Review the submitted offers and lead clarification sessions with bidders as required ; Normalize the bidders’ offers, deviations, costs and schedule
• Lead the meeting with project team for bidders’ shortlist selection, and subcontractor selection
• Lead final negotiations with respect of GE integrity policy
• Coordinate the signature with selected subcontractor and appropriate GE representatives ; Handover to Site Management
• Support Site Management team during subcontract execution for all contractual or commercial aspects, such as claim mitigation or accelerations
• Propose “Lessons learned” and identify contract execution issues based on experience

Requirements

Qualifications/Requirements:
• Tendering and Subcontracting activities are performed in English following M&E work instructions and reporting tools
• Tendering and Subcontracting activities completed in a timely manner and in accordance with tender and project schedules
• Tenders are developed to an accurate and competitive level following Integrity, Legal, Compliance & Sourcing Policy
• Subcontracts are placed within budget
• All data is correct in content and format, up to date and stored in the defined locations

Desired Characteristics:
• GT heavy duty, AERO products and BOP equipment technical knowledge
• GT Combined Cycle plant arrangement technical knowledge
• Negotiation, communication skills
• English is a must ; Spanish / German / Portuguese is a plus
• Project, Contract management knowledge
• Sourcing Policy requirement knowledge
• Past experience within Company departments: ITO, Sourcing, Contract Management, Project Management, Construction Engineering, C&C Site Management
