About the Job
- Review the Contractor Procedures relevant to Material Control/Preservation.
- Monitors and reports the progress of material deliveries and flags slippages against the agreed schedule.
- Processes submissions (Vendor Qualification/Technical Bid Evaluation/Award Recommendation) from Contractors for procurement of project material, not performed by the Package PMT in Contractors' home offices.
- Process necessary approvals for above as per the Borouge 4 Delegation Of Authority.
- Coordinates between packages to insure consistency in pre-qualification of new Vendors.
- After departure of Package Procurement Engineer, will review the Contractor Progress Payment Certificate in relation to Procurement Services and Manufacturing/Delivery and reports any inconsistencies to Project Control Manager for the Package.
- Monitors schedule for submission of Spare Parts & Interchangeability Records (SPIR) for each purchase orders against agreed schedule & reports delays.
- Coordinates with Borouge Operations activities related to the identification and purchase of Two Years Operating Spare Parts.
- Conveys instructions for placement of Purchase Orders for Operating Spare Parts to Contractor. Follows up with Contractor to ensure orders are placed on time.
- Review Contractor storage Plans for Spare Parts to ensure adequacy for storage. Monitor storage conditions of Spare Parts to ensure compliance with Vendors requirements for preservation and Storage (including shelf life for paintings, coatings and chemicals).
- Coordinates the handover of Project Spares between Contractor and Borouge Operations/Maintenance (including certification requirements). Coordinate the resolutions of any Non Compliances, Shortages & Damages.
- Complies with Borouge policies and procedures in all areas impacting the business, including, HSE, operational, commercial, financial, administrative and HR practices.
- Adheres to the legislative requirements of all countries where the Borouge 4 Project operates. Maintains the highest ethical standards in dealing with all persons. Preserves loyalty by working for the exclusive benefit of Borouge throughout the duration of the assignment.
- Supports the rest of the Project Management Team and proposes alternative courses of action, wherever possible, to facilitate efficient project progress. Participates in regular meetings to keep abreast with all issues relating to the Borouge 4 Project. Discusses and reviews opportunities for the optimization of assigned work programs.
- Performs similar other or related duties as and when assigned by direct supervisor.

Requirements

Minimum Requirements
- Bachelor Degree in Engineering
- At least 6 years in the same or similar role working in the oil and gas
