Employment: Full Time

JOB PURPOSE:

Provide Functional excellence in prime and critical functions such as guide projects resource planning to ensure all project portfolio management requirements are implemented in accordance with ADNOC Offshore policy and procedures. Lead and supervise in developing relevant governance procedures and Guidelines for all Projects under Projects and Engineer Business Unit (PEBU) and implementation of ADNOC Value Assurance Process (VAP) and Non VAP (i-VAP) such as Site Schemes for ADNOC Offshore).Optimizes the allocation of resources across all the projects of the Company during various phases.

KEY ACCOUNTABILITIES:

PEBU VAP Governance
- Support the planning, scheduling, value assurance and scope management activities within ADNOC Offshore projects to maintain functional excellence and compliance toward ADNOC Project Value Assurance process (VAP).
- Ensure ADNOC offshore Project Compliance with ADNOC Project Value Assurance process (VAP) standards and requirements.
- Reviews and comments on the analysis of project data from all projects and reports to VAP & Performance TL on project progress, benchmarking, Project VAP performance.
- Develop Process and procedures that standardized the requirements for ADNOC offshore Project Compliance with ADNOC Project Value Assurance process (VAP).
- Ensure ADNOC offshore Project Compliance Company internal Project Value Assurance process (iVAP) for all projects below USD 25MM.
- Support in securing Projects Decision Support packages (DSP's) database in ADNOC offshore, and ensure DSPs are available and up to date.
- Preparations of "Projects Value Assurance and Pre-Projects Steering Committee" and "Site Schemes Projects Steering Committee".
- Supervise Development of Project Standards; Strategies, Procedures, guideline as per Company business requirements that Compliance with ADNOC Project Value Assurance process (VAP) and support for enhancing and updating governing procedures, guidelines and term of references (TOR) related to projects.

Protects Resources Managements
- Interaction with all Projects for development of forecast and optimized plan of resources contributing to the delivery of all ADNOC offshore projects under the Projects & Engineering Business Unit.
- Support in development of Resources Master plan (PMT & PMC) for the Projects & Engineering Business Unit personnel. This is through supervising the project and planning engineers within the team in preparing overall projects schedule, evaluate available resources within the Business Unit and allocate them to projects.
- Carry out analyses of the master plan to determine any shortage / surplus that may occur and propose to management rectifying options. This is by optimizing the allocation of resources across all the projects phases within the business unit through five year master plan and estimating with any accuracy schedules and resources costs.
- Ensures that Project management consultant (PMC) Blanket contracts and existing PMC Contract are complying with ADNOC Offshore procedure requirements in Brownfield and Greenfield projects and the required resources are provided as per the approved Projects staffing management plan.
- Preparations of "Projects Resources and Discipline Capacity Steering Committee".
- Overview and Coordinate the project resource planning, scope management activities within ADNOC Offshore projects to maintain functional excellence and compliance toward ADNOC Project Value Assurance process (VAP).
- Participate in decision making sessions and effectively contribute on development of management strategies
- Overview and Supervise Project Management Consultant (PMC) Blanket contracts and existing PMC Contract are complying with ADNOC Offshore procedure requirements in ADNOC Offshore projects and the required resources are provided as per the approved Projects staffing management plan.
- Lead and actively contribute to the development and support of Projects Resource Management optimization and, benchmarking studies, and resource analysis.

Generic Accountabilities

Supervision
- Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

Talent Development
- Participating in the ongoing training and development of assigned UAE national employees. Includes assessing employees training and development needs, directing the preparation of structural development/ familiarization programs, monitoring and reporting on employees' progress, as required.

Budgets
- Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
- Investigate and highlight any significant variances to support effective performance and cost control

Policies, Systems, Processes & Procedures
- Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Section's / Department work programs in line with Company and International standards.

Performance Management
- Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework.

Innovation and Continuous Improvement
- Design and implement new tools and techniques to improve the quality and efficiency of operational
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability
- Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.

Reports
- Provide inputs to prepare Section MIS and progress reports for Company Management.

COMMUNICATIONS & WORKING RELATIONSHIPS:

Internal
- Daily contacts with VAP & Performance Team Leader to discuss day to day tasks and current projects challenges & issues; - Frequent contacts with team leaders and projects managers of projects division to discuss compliance toward Project requirements and governance and obtain projects schedule updates.

External
- Frequent contacts with external consultants and contractors to discuss costs, man-hours, estimate etc

Requirements

QUALIFICATIONS EXPERIENCE KNOWLEDGE & SKILLS:
- Minimum Qualification o Bachelor's degree in Engineering or equivalent Professional Qualification.

Minimum Experience & Knowledge & Skills
- 8-9 years' experience in planning and scheduling of capital projects of which a minimum of 7 years in Oil & Gas industry.

Professional Certifications
- Additional Professional Qualifications such as Effective Manager programme or PMP (Project Management Professional) will be considered an advantage in addition to on hand rich experience of decision making , managing change , managing team , delegation negotiation, Project management & Cost Engineering in the Oil & Gas Industry
