Job Purpose

The Senior Manager, Data Governance plays a critical role in overseeing and ensuring the integrity, quality, and compliance of data within the bank. This role involves developing and implementing robust data governance strategies, policies, and procedures to manage data assets effectively. The Senior Manager, Data Governance collaborates closely with various business units, IT teams, and compliance officers to establish a culture of data awareness, accountability, and trust.

Principle Accountabilities

Develop and Implement Data Governance Strategy:

- Define a comprehensive bank-wide data governance framework aligned with the bank's strategic objectives and lead the execution of data governance plans.
- Create a data governance and privacy strategy and roadmap to support the overarching strategy and transformation of data.
- Establish policies, standards, and procedures for data management, data quality, and data privacy, with documented best practices.
- Drive a top-down and bottom-up implementation of data governance frameworks including the creation of relevant steering and working groups for governing data with appropriate representation across the bank.

Compliance and Regulatory Adherence:

- Ensure compliance with relevant data protection and privacy regulations (e.g., GDPR, CCPA, Basel III, etc.) through the management and monitoring of policy standards.
- Monitor changes in data-related regulations and adjust internal policies as well as procedures accordingly to minimize the risk of regulatory breaches.
- Enforce data practices as per changing regulatory and compliance policies in the organization.

Data Quality Management:

- Establish and oversee data quality metrics and initiatives to ensure data accuracy, completeness, and reliability.
- Implement data quality checks and validation processes for data acquisition and ongoing data management across functions and transformation programs.
- Drive data quality management practices across all stages of data management lifecycle including data collection, collation, management, cleansing, analysis, distribution, and utilisation.
- Eliminate redundancy and streamline data sources to allow effective oversight and distribution of data for actionable and insightful uses of information and data.
- Set clear guidelines for the management of data quality including roles and responsibilities of data owners and ensures accountability for the stewardship of data assets across the organization.

Stakeholder Collaboration:

- Work closely with business units, IT teams, compliance officers, and other relevant functional teams and stakeholders (Legal, information security, audit, etc.) to align data governance efforts with business and reporting goals.
- Serve as a liaison between the business, IT, and functional areas of the organization.
- Collaborate with leadership across the organization to identify business needs.
- Communicate the vision, strategy, processes, and values relating to data governance throughout the bank.
- Drive mindset shift, communication, and continuous education on the value of data governance.

Data Cataloguing and Classification:

- Implement data cataloguing and classification processes to ensure clear metadata management and data lineage.
- Define data classifications based on sensitivity and criticality.
- Establish common data dictionaries to be instilled throughout the business.

Data Privacy and Security:

- Develop and enforce data privacy and security policies as well as procedures.
- Collaborate with cybersecurity, business, and functional teams to identify, manage, and safeguard sensitive and confidential data assets.

Data Risk Management:

- Identify, assess, control, and mitigate risks related to data management and governance.
- Establish risk management processes for data-related activities.
- Manage logs to document data risks and issues.
- Proactively set risk appetite, monitor performance, and uphold data integrity.

Training and Awareness:

- Develop and conduct training programs to enhance data awareness and foster a culture of data governance across the organization.
- Mentor and manage a high standard of data governance mindset throughout employees and foster a culture of data quality, data lineage, and data lifecycle management across the organization.
- Provide training on data standard and data quality best practices.

Incident Response and Reporting:

- Establish procedures for handling data breaches, incidents, and reporting requirements.
- Work closely with operational risk, legal and compliance teams in the event of data-related incidents.

Performance Management and Reporting:

- Define key performance indicators and metrics to measure the effectiveness of data governance efforts.
- Provide regular reports to senior management and stakeholders on data governance performance.
- Analyse data processes to improve the effectiveness of business controls and procedures.

Experience and Qualifications

- 10+ of experience in data governance, data management, or related roles in the financial services industry.
- Strong knowledge of data protection and privacy regulations and compliance standards.
- Bachelor's degree in Data Management, Information Technology, Business Administration, or related field.
