Senior Officer - Procurement - UAE National Only

Job description / Role

Contract Management
- Carry out contract creation, execution and analysis of performance for maximizing operational and financial performance and minimizing risk
- Liaise with stakeholders and advise on change management and necessary modifications of contracts to protect TDICs commercial interests
- Monitor transaction compliance (milestone, deliverables, invoicing, etc.) across assigned agreements to ensure TDIC realize the commercial benefits
- Maintain contractual records & documentation to assist and report on contract close out, extension or renewal

Collaboration
- Support colleagues and other internal stakeholders to achieve their commitment to the work undertaken in Procurement
- Provide guidance and coaching across the Procurement and TDIC community in relation to Procurement activities
- Monitor the work of stakeholders to ensure TDIC code of ethics in Procurement are followed and complied with.

Purchasing and Production Phase
- Provide stakeholders on the most efficient ways to meet their Procurement needs
- Provide Procurement strategy input to ensure all enquiries are optimized, whether traditional or eSourcing methods are used
- Work with stakeholders to ensure that evaluation processes are optimized
- Participate and lead direct negotiations with Vendors as required to drive value outcomes for TDIC
- Operate and promote the correct use of Oracle P2P system
- Operate and promote the correct use of eSourcing techniques for key processes

Tracking and Reporting
- Create, track and report on Procurement achievement against any contracts under ownership and monitor performance KPIs and SLAs
- Accurately track the progress of individual purchases from requisition through to delivery and final payment

Requirements

- Bachelors degree in Business Administration or any related specialization
- At least 4 years of experience in a relevant field

Knowledge and Skill Requirements:
- Knowledge of Tendering process and Tender Management
- Knowledge of contracting principles / procedures / service contract / materials / consultancy contract & standard forms and Contract Management
- Developing and presenting plans and schedules
- Knowledge of Oracle system
- Proficiency in Oracle and the following programs: Excel, Word, PowerPoint, Outlook, Microsoft Project and Visio
