About the Job

The jobholder is responsible to provide with specialized engineering screening and conceptual designs in the area of electrical equipment for the new developments and projects to ensure correct and consistent design practices and design philosophies are applied in the different projects at the different stages of projects in line with ADNOC & Borealis' CoP, international engineering standards and best practices, while ensuring safe, economic and technically sound advises are considered to meet the projects requirements and Borouge's business objectives.

The jobholder as a technical authority in the area of Electrical Engineering & Design. Provides expert services and support related to the electrical engineering & design and construction & commissioning for development of Electrical power system and facilities associated with Petrochemical and Oil & Gas Companies.

Key Accountabilities

Technical Authority
- Act as the technical Advisor in the field of Electrical Engineering and provides necessary guidance or advice to the various Asset Teams within Projects & Technical support and other Units/Functions.
- Review and approves Contractors' TQ (Technical Qualifications / Queries), CR (Concession Requests) and provide technical support to WC (warranty Claims).
- Approve, as technical authority, all deviations with Company Technical Specification (BGS), Procedures and International Standard, as deemed necessary.

Engineering Standards
- Participate in review and development of ADNOC Unified Standards; i.e. Borouge Standards (BGS), ADNOC Standards (AGES), etc.
- Initiate, recommend and coordinate the standardization of Electrical design work, including design basis, specifications and philosophies. Ensures correct and consistent design practices (such as codes, standards and best engineering practices) are applied across various projects in different fields.
- Develop, maintain and update the Company Technical Specifications, Policies and Procedures related to electrical systems.
- Approve various Reviews Closed out Reports such as Technical studies, Value Engineering, Peer Technical Reviews (PTRs) and ADNOC major projects IPR (Independent Project Review), COP (Cost Optimization Project) and VAP (Value assurance Processes).

Asset Integrity & Assurance
- Act as the technical Advisor in the field of Electrical Engineering and provides necessary guidance or advice to the various Asset Teams within Projects & Technical support and other functions.
- Participate or lead the preparation and presentation of screening, option analysis and Conceptual Design work related to new field development in all field areas, as required by Company's Major Projects Approval Processes.
- Develop, maintain and update the Company Technical Specifications, Policies and Procedures related to electrical systems.
- Support the development of training programs in line with ADNOC directions and guidelines
- Direct, or oversee screening and conceptual designs for the new field developments and projects. Ensure standard and consistent design practices and design philosophies are implemented in projects' different phases.

Technical Advisory
- Support the power system strategic plan in ADNOC and power system expansions in different OPCOs, as required, and advises remedial measures to comply with Utility Company's power quality requirements at point of common coupling.
- Act as the technical advisor to Engineering Management on the development of corporate guidelines that involves the Electrical Engineering input, including issues such as advice in developing the requirements for electrical grid to meet the forecast, power interface issues with ADNOC-Refining (GUP) & ADWEA etc.
- Act as technical authority in Electrical Design & Engineering and responsible for assuring that design is optimum, HSE compliant and meets operational requirements.
- Act as Company's technical authority and advisor in the area of Electrical Engineering & Design; provide expert services and support related to the electrical engineering & design and construction & commissioning for development of electrical power system and facilities associated with Petrochemical and Oil & Gas Companies.
- Act as the technical advisor to Engineering Management on the development of corporate guidelines that involves the Electrical Engineering input, including issues such as advice in developing the requirements for electrical grid to meet the forecast, power interface issues with ADNOC-Refining (GUP) & ADWEA etc.

Maintenance Support
- Support in preparing plans for replacement of obsolete electrical equipment as per vendor recommendations and site maintenance input, with least disturbance to plant operations.
- Initiate new comprehensive studies, as and when required, for any major system changes or expansions of power system.
- Lead major and critical investigations related to electrical power systems and support any major & complex trouble shooting.
- Identify system bottlenecks for inter-bus transfer scheme for power networks and prepare project definition for measures to overcome such constraints.

Projects Support
- Participate in various Projects' design and technical reviews in the different phases of the project (Concept/Pre-FEED/FEED/EPC) to ensure full technical compliance to the Electrical Design requirements.
- Verify the design integrity requirements for FEED and Detailed Engineering of major or growth projects.
- Support technically the vendors and supplier's pre-qualification process.
- Participate in major equipment / system acceptance tests such as Type test, FAT (Factory Acceptance Test), IFAT (Integrated Factory Acceptance Test), SIT (Site Installation Test), SAT (Site Acceptance Test) and CAT (Company Acceptance Test) for Automation systems.

Functional Strategy
- Contribute to the development and refinement of the functional strategies and objectives to meet and contribute to Borouge's vision, mission and long / short term strategies.
- Recommend and advise on the functional processes and strategic projects within the domain of the function and discipline to support the decision making
- Recommend and advice on the development and implementation of the function's Business Strategy, to ensure alignment with the related business goals.
- Contribute to the deployment of business long and short term plans in line with the function's performance objectives, processes, and agreed service levels.

People Development
- Recommend and contribute to the assessment of the functional capabilities to ensure meeting the output expectations by the team(s).
- Lead the development of Technical Knowledge; technical competences, training materials, curriculums, and other related knowledge within the domain of expertise
- Conduct on-job development sessions, training courses, presentation, etc. to ensure proper development of the respective team.
- Monitor and guide the employees' developments towards building up the required and targeted competencies to ensure meeting their career aspiration in line with Borouge's business.
- Support the Technical Competency Development for the jobs within the respective area(s) of competencies to ensure proper referencing, selection of tools, and other expertise in the discipline.
- Lead by example the team's communications and presence to elevate their influencing, interpersonal and business relations skills, while ensuring desired level of professionalism and compliance to customer delight, data protection, business communications, and corporate image.

Project Management
- Lead the development of the functional and strategic projects in all stages with the respective stakeholders to meet the business objectives.
- Engage, coordinate and lead the projects' communication with the project team, steering committees, and other internal / external parties to ensure the timely communication plan,
- Control expenditure against approved functional budget on a regular basis and investigate & reconcile any significant variances to ensure effective performance and cost control
- Oversee and lead the project completion and milestone achievement to ensure achieving the desired outputs and performance by the project team.
- Monitor the project progression and execution to meet the project plan and outputs, while ensuring the project governance with the respective processes and stakeholders.

Process Development
- Propose, update, and recommend improvements to process that enhance the quality of service provided to internal and external customers, while ensuring their data confidentiality, and information handling.
- Create and foster spirit among the team that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve processes and services.
- Lead the evaluation of internal processes against best practices in pursuit of more efficient functional processes in order to define intelligent solutions for issues confronting the function.
- Align the respective policies, processes, systems, standards, procedures and internal controls, includes ensuring compliance with Functional and Company's guidelines.
- Ensure compliance with all applicable legislation, legal regulations, and market norms, while proposing solutions to the management on any relevant issues.

Requirements

Minimum Requirements
- Bachelor Degree in Electrical Engineering.
- At least 12 years of experience in Electrical Engineering Design with 5 years in petrochemical, or oil and gas industry.
- Proven record of working knowledge in petrochemical related / specific equipment and systems
- Advanced analytical skills with innovative ideas of solving complex problems in Electrical Engineering.
- Fully conversant with relevant international standards and norms.
- Fully conversant with the relevant engineering software.
- Expert in developing technical documents, specifications, reports, etc.
- Experienced in latest proven technologies
- Registered as a Professional Engineer with a recognized national or international engineering association, syndicate or council.
