Job Purpose
- Provide technical expertise and analytical support in preparation of HSE 5-years business plan and strategic HSE master plan. Support in formulating effective key performance indicator (KPI) measures and company performance scorecards, accounting for technical, commercial, manpower and financial elements aligning with ADNOC corporate objectives.
- Develop and provide technical expertise/advice and analytical support on HSE Budget and cost control matters. Develop Division Budget in line with HSE division Objectives and provide support to HSE teams to achieve proper project planning preparations, schedule follow up and action tracking for homogeneous implementation of the Company HSE Objectives and in compliance with ADNOC Code of Practices.

Key Accountabilities
- Provide technical expertise and support in preparation of HSE objectives and plans over the short, medium and long term/5-years business plans. Facilitate the development of HSE balance scorecards, follow-up implementation and assist in measuring the progress.
- Participate in developing corporate HSE planning processes, annual operating plan and HSE Master Plan and provides guidance and support in the implementation of the same.
- Lead the development and maintain HSE performance score cards in align with the HSE division mandate. Monitor the implementation and performance progress.
- Lead the development and update HSE mandates, and Business Functional Manual including resources constrains and capacity within the development, operation, monitoring and implementation of 5-year HSE Business Plan, as well as ensuring alignment with corporate strategies/objectives.
- Provide professional advice and technical support on Quality Management System and international standards to ensure HSE core process aligned with the international standard requirements. Applying pre-qualification assessment related to HSE & Quality within HSE Division.
- Track and follow-up the implementation of management action plans to closeout all findings and overdue actions from the internal audit or any other related activities.
- Develop and maintain the HSE Division Core Business Process to align with the ADNOC Corporate integrated management systems requirements.
- Map the ISO standards certification requirements for the HSE Division and lead the process of applying the standards requirements.

Requirements

Minimum Requirements
- Bachelor Degree in relevant field
- At least 6 years' experience in various aspects of safety and environment, preferably in an oil refinery or petrochemical plant, of which at least 3 years should have been in a supervisory level.
- Excellent knowledge of international and local HSEF legislation and regulations.
- Has HSE impact expertise and the ability to assess and plan the mitigation of negative factors.
- Management and Planning skills.
- Project Management ability.
- Excellent communication, leadership and interpersonal skills.
- Computer literate.
- Quick and sound decision-making and judgement.
- Audit/assessment skills using auditing management systems.
- Strong analytical and problem solving skills.
- Data analysis and report writing skills.
- UAE Driving License is preferable.
- Very good oral and written English. Knowledge of Arabic is preferable.

Professional Certifications
- A professional qualification certification in HSE and ISO standards.
