Job description / Role

Employment: Full Time

JOB PURPOSE:

Controls and supervises the contracted provision of Helicopter Emergency Medical Services (HEMS) and ensure its implementation as per ADNOC Offshore procedure. Ensure safe and Professional handling process is provided to all ADNOC Group of companies and associated contractors between mainland and all offshore and onshore locations. Administrates the contract budget and evaluates contractor's performance regularly. Scrutinizes and prepares contract Utilization reports, invoices, statistics and evaluation studies for management use.

KEY ACCOUNTABILITIES:
Job Specific Accountabilities
- Manage and Review efficiency of the contract utilization ensuring best and safe utilization of available services to satisfy Operations.
- Controls the contract operation expenditure and assist team leader in generating operation budget.
- Lead and control with other group company's users and stakeholders, service provider insuring appropriate performance of the contract.
- Participants in long-term and short-term strategies and ensure contractor's compliance with Company's professional, technical and safety requirements.
- Control functions as established by contracts management and checking completed work.
- Coordinate with Service provider of the availability of the services of aircraft and the efficiency of response of the call centre and its activities.
- Evaluate and identify the HEMS operation requirements for changing/emending of contract for growth activities, business expansion and enhancement of services. Coordinates and administrates implementation of contract and evaluate contractors' performance regularly.
- Establish services level agreements with all end users and provides necessary assistance in cases of disruption to meet /satisfy the operations requirements. Checks and endorses monthly invoices against HEMS Cases. Arranges reallocation of cost/back charges from other group companies/Users.
- Manage HSEMS program activates including self-inspection and auditing to ensure safety of all works performed in the area of responsibility.
- Coordinate Plan with aviation operation during Emergency / Crisis this includes Mob/ Demobilization of spreads, staging area manning. Provides on call assistance 24/7 coordinates problems and make on the spot management decisions.
- Performs other related duties as assigned by line-manager such as participating in task force/study groups activates preparing statistics reports. Coordinates with all HEMS contract users to ensure they work to their best
- potential and contribute effectively as a Team.
- Arrange for a workshop once a year with all group companies and service providers.
- Establish Joint KPI with all service provider and stakeholders.
- Control and monitor the performance by conducting monthly coordination meeting.
- Communicate GCAA (AMC 70 & 71) regulation to all stakeholders.

Supervision
- Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

Budgets
- Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
- Investigate and highlight any significant variances to support effective performance and cost control

Policies, Systems, Processes & Procedures
- Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Section's / Department work programs in line with Company and International standards.

Performance Management
- Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework.

Innovation and Continuous Improvement
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability
- Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.

Reports
- Provide inputs to prepare Section MIS and progress reports for Company Management.

COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
- Communicate with Legal team for: (HEMS Agreement, Amendment and challenge Communicate with Participants Company foal points whenever required and in monthly during coordination meeting also for terms invoice, responsibility, etc.)
- Communicate with Procurements team for (Raising CR, Technical evaluation, etc.)
- Communicate with Public relation team for (arranging external meeting Police, CICPA, etc.).

External
- Frequent contact with contractors related to Offshore locations activities & required logistics services as per Company's Policy.
- Frequent contacts with Government Agencies when it required as per company's policy, procedures and professional technical standards.

Requirements

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
- Bachelor's Degree in Aviation, Marine, Logistics discipline or equivalent.

Minimum Experience & Knowledge & Skills
- 8-9 years of experience and Knowledge in Logistics Operation/ Logistics Transportation management.
