Job description / Role

Employment: Full Time

Responsible for
• Thorough knowledge of Ports infrastructure, facilities, design, construction and maintenance
• Goal oriented with team building skills and ability to motivate staff
• Supervises and performs planning and administrative tasks associated with assigned projects requiring a high level of technical expertise and discretion
• Directs and manages contractor, consultant activities on a variety of complex and varied engineering design projects; reviews, comments on and approves consultants drawings and specifications and verifies compliance with established Ports local codes, rules, laws and regulations; identifies issues and directs changes to drawings and specifications; interviews, evaluates and recommends selection of contractor and or consultants for assigned projects; prepares consultant scope of work; develops, negotiates or assists in negotiation consultant agreements and fees
• Represents department and Ports in interactions with internal departments, governmental agencies, tenants and the public; conducts project meetings with stakeholders and obtains agreement for project scope and basis of design; attends planning meetings and develops technical expertise, recommendations and back-up documentation for various projects; completes and submits permit applications and documentation to necessary regulatory agencies; responds to tenant inquiries or concerns related to area of responsibility
• Participates in construction of projects for Ports Unit including: technical evaluation of bids; responds to requests for information and clarifies and interprets engineering issues, regulations, codes and requirements; supervises the construction of projects to ensure conformance with plans and specification; monitors contractor performance; assesses, identifies and facilitates complete resolution of non-compliance issues; reviews, negotiates, processes and approved submittals, change order requests, change orders, schedule revisions and updates, provides input to development of construction “punch list” items; leads and facilitates coordination meetings between contractors and pertinent Ports departments; serves as primary liaison between Port and contractors
• Managing the overall corrective and planned maintenance and overall in charge for supervising Ports facilities management contractors

Core Responsibilities:
• Prepare, direct preparation of and review engineering designs, plans, specifications and contracts for the projects of Ports Unit.
• Management of Ports infrastructure including but not limited to: electrical and mechanical systems within buildings, assets, Equipment and facilities.
• Sr. Civil & FM Engineer will work alongside the Asset Management - Ports and other Managers on all maintenance and engineering functions across the ports. The key focus of this role will be to implement a reliability programme that will improve functionality of the buildings & equipment and reduce waste and cost associated with unplanned maintenance.
• Assisting Asset Management – Ports in the planning and monitoring of buildings & infrastructure facilities management works and Port Equipment maintenance.
• Provide oversight and employee training for maintenance of all buildings, infrastructure, facilities & Equipment.
• Represents the company in ADM NOC process for all projects which may affect Ports operations or assets.
• Responsible for keeping assets and equipment information, as built drawings and maintenance records up to date and available for internal use and future projects.
• Prepare, review and evaluate engineering studies related to Assets & Equipment.
• Efficiently conduct and oversee field and office research and investigations related to Assets and Equipment.
• Structure tasks and goals and establish efficient courses of action to meet goals/ KPIs
• Communicate effectively orally and in writing, including communicating technical material clearly, logically and persuasively to non-technical audiences and the contractors
• Operate a personal computer using standard or customized software applications appropriate to assigned tasks
• Define issues, analyze problems, evaluate alternatives and develop sound, independent conclusions and recommendations. Supervise and evaluate the work of professional consultants, construction contractors and designated staff
• Understand, interpret, explain and apply Port policies and state, and federal laws related to engineering design and project oversight
• Exercise sound independent judgement within general policy guidelines
• Establish and maintain effective working relationships with those encountered in the course of work
• Ensure all reporting personnel have a work life balance.

People Management Responsibilites:
• Structure and set employee’s tasks, objectives and goals, establish efficient courses of action to meet goals/KPI’s, set priorities, organize information efficiently to execute tasks to meet the following considerations; staffing levels for management and labor, productivity, equipment needs, service requirements, safety requirements, return on investment.
• Participate on the decision making for hiring, discipline and promotion of subordinates
• Ensure good communication with team and peers
• Recognize and reinforce strong performance in the employees and identify and encourage improvement where needed
• The delegate of the department workload effectively and the monitoring of progress towards completion
• Manage employee training and development including appraisal process

Strategic Responsibilities:
• Apply strategic planning to determine department’s objectives
• Evaluate current business processes and systems and create new business opportunities
• Formulate, plan and implement policies, procedures and systems to maximize operation efficiency
• Ensure that the HSE Regulations & Compliance roles are adhered to
• Assist in developing a realistic Maintenance and Repair budget and subsequent to management approval manage M&R to budget
• Assist the management team to ensure the highest level of equipment availability through solid and sustainable equipment maintenance and repair

Requirements

Qualifications/Experience/Competencies

In order to give credible support to the organization and be successful in this role, the ideal candidate will have the following skills & qualifications:

• Bachelor’s Engineering degree - Civil
• English & Arabic is preferable
• 10+ years
• Experience in design, contract administration, construction, handing over and maintenance
