JOB PURPOSE :

Defines and leads the overall logistics support strategy in line with Company's mission and business plan. Plans, directs, controls, manage, and implement the Integrated logistics services to Company's Drilling operations sites as governed by the logistics agreements. This cover Management of Material handling, Storage, and Movement to & from Offshore site, Transportation management of personnel Movement, and Marine operations support services of moving and positioning of Artificial Island rig and Jack up units in fields.

Key responsibility for Provide expertise, Knowledge & Experience to ensure logistics operations/ within Islands & project site are conducted safely & in accordance with ADNOC Offshore policy & procedures. Establish interface relationship with Drilling operation to assure their logistical requirements are fulfilled in efficient manner and meeting contractually established KPIs. Accountable in direction of investigation, analysis and corrective actions and recommendations for any Drilling NPT's accounted to logistics.

Designs and implements a strategy to enhance, optimize and improve the service standards up to the user's satisfactory level while ensuring to minimize the operating costs and full utilization of available resources with minimum downtime.

KEY ACCOUNTABILITIES:

Job Specific Accountabilities
- Plans and directs various HSE campaigns for Logistics departments (i.e. heat stress, lifting, PTW, clean-up day, safety audit etc. ensuring adherence to ADNOC's pillar of HSE.
- Work in line with HSE Policy, ensure awareness and compliance of HSE rules & regulations by subordinates.
- Manage daily operational call with logistics team, ensuring priorities are discussed with actions plans, including HSE related matters such as TRIR etc.
- Safety coverage in normal and emergency situations (ERP); Risk assessment and management of Logistics Services.
- Lead investigation and analysis of any marine and aviation incidents/accidents in liaison with company HSE and follow up recommendation.
- Leads, directs and coach the personnel of Logistics operations team, establishes clear work programs and objectives for individual and team performance ensuring deliverance to ADNOC's pillar of People.
- Develops and plans strategies to achieve objectives of logistics operations in accordance with service agreements to ensure deliverance to ADNOC's pillar of Efficiency.
- Monitors the budget/financial activities of Logistics contract for all users, monitors expenditure and justifies variances to ensure deliverance to ADNOC's pillar of Profitability.
- Contribute to the Logistics Offshore Operations budget (OPEX/CAPEX), ensuring adherence to the threshold and fostering optimization opportunities/areas.
- Prepares manpower and operation budget and exercises financial control in accordance with company's policy and procedures.
- Monitors team performance and their progress status in reaching set objectives and implement necessary actions to close any gaps ensuring deliverance to ADNOC's pillar of Performance.
- Manage and controls interface coordination and correspondence with internal business units and external entities if applicable ensuring all futuristic demands, forecasted requirements are captured to assure logistics services relevant for the same.
- Plans and develops necessary procedures to manage and control logistics operation centre operations and assure meeting of day-to-day operation requirements related to passenger transportation bookings, infield shipping operations and performance tracking.
- Approved interface processes, procedures, systems, RACI Charts, and implement the MOC (Management of Change) to manage Marine / Logistics / Passenger Transfer interface with Logistic teams.
- Ensures all Company marine and aviation services tenders are technically and operationally sound and meet the company guidelines and standards.
- Manages the marine fleet hired by Company in respect of vessels integrity standard, and crew competency and provides necessary professional guidance. Responsible & act as Marine Field Authority for Hail & Ghasha.
- Marine Compliance Assurance, Marine Consultancy/ Engineering support to prepare and review Naval Technical Deliverables (towing manual, lifting method statement, transportation analysis, etc.);
- Harbor Management & mooring support. Island maintenance (Port facilities, buoy, COMPANY logistics support infrastructure etc..)
- Waste management coordination.
- Explore new methods and areas for cost optimization and logistics efficiency through revisiting mode of operations etc. Introduce new technology, evaluated and adopted appropriately in consultation with other stakeholders.
- Assist and support Internal audit to comply with company policies and practices Plans and leads the supply chain logistics, and inter-field material movements for Island. Exercises overall control over the Supply base, quayside operations, and Materials delivery to various Companies' operational locations.
- Manage the workflow approvals for the reporting team; for warehouse operations transactions in ONERP SAP and Logistics material movement through ILMS (Integrated Logistics Management Solution).
- Utilize the third-party service contracts, provisioning manpower & equipment for the offshore sites, monitoring their compliance with contractual obligations & raising Nonconformities when applicable.
- Manage and deliver accurate performance reports to senior management.
- Maintains full awareness of the logistics requirements on an on-going basis and performs the necessary analysis of the services provided against industry benchmarks and the corporate KPI's.
- Oversee and manage the activities at Island, ensuring fulfilment of KPIs.
- Review KPIs that fall short, support the investigation and endorsement of improvement plans.
- Communication with client's end user representative, to assure pre-requisite KPIs fulfilment that foster logistics value chain efficiency.
- Develops the overall service contracting strategy for the logistics to meet the requirements of the Projects. Directs the ongoing administration of all contracts and approves related invoices.
- Manage relationships between other OPCO's logistics and analyze the scope for sustainable operational improvement

Generic Accountabilities

Supervision
- Periodic coordination with procurement management on matters related to logistics contracts, new tenders, contract renewal and assure all such provisions
- Participate and contributes the Senior Management in 5 year business plan.
- Attend and involve in tender board meetings related to procuring logistics services and resources to ensure all technical and operational aspect is fulfilled by bidder that is required for operations.
- Monitor and develop UAE nationals and conduct regular assessment by coordinating with MD
- Ensures that personnel at all levels are committed to the team targets and accountable for performance.

Operational Plans
- Develop consistent and realistic long and short term operational plans for the Department in line with the Division objectives and manage the implementation of the approved long and short term plans and ensure they are effectively converted into its performance objectives to realise the Division Objectives and established service levels.

Budgets
- Develop and manage the Department annual budget in line with the Division's business objectives and operational plans ensuring that adequate funding provision is made for all Department activities.
- Monitor expenditure against approved Department budget on a regular basis; investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures
- Assist to develop and implement approved Unit / Divisional policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards.

Performance Management
- Contribute to the achievement of the approved Performance Objectives for the Unit / Division in line with the Company Performance framework and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture.
- Manage the implementation of the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines.

People Development
- Develop knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP's), Succession Planning and Talent pipeline within the Department in coordination with the Human Capital to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Organisation Structure and Development
- Review, develop and recommend the appropriate organization structure for the Department that will best utilize human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Risk Management
- Contribute and support establishment of a Corporate Integrated Risk Management System within the Department, while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the Department.
- Communicate corporate business ethics and Company's Code of Conduct to employees within the Department and ensure compliance to the Corporate Policies and guidelines.

Innovation and Continuous Improvement
- Promote an organization culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the Department operations and services.
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability
- Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
- Ensure adequate HSE training and induction for all employees to meet HSE standards.

Management Information Systems (MIS) and Reports
- Ensure that all Department MIS and progress reports are prepared to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

COMMUNICATIONS & WORKING RELATIONSHIPS:

Internal (within the Company)
- Regular contact with Manager, Logistics (Offshore Operations) to report key activity schedule and any priority activity that needs management awareness/alignment .
- Daily contact with the reporting team to discuss ongoing work, developments, business planning, KPI monitoring, HR and risk mitigation issues.
- Other Business Units - Regular contacts with Users across different Business Units to facilitate the accurate procurement of required supplies with technical specifications.
- Regular contact with Site management and/or interface team as for day to day operation requirements.

External (Outside the Company)
- ADNOC Group HQ - Constant liaison with the ADNOC joint procurement group on policies, processes and procedures related to procurement and inventory control as well as any related issues/ challenges.
- End Users / Clients - Frequent contact with clients as required to relay the status of relevant inventory and receipt of goods.
- Suppliers / Technical Partner - Frequent contacts with suppliers/Technical Partner senior management level during negotiations and execution of work.

Requirements

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
- BSC Logistics and Supply Chain Management or equivalent degree.

Minimum Experience & Knowledge & Skills
- At least 10 years of relevant experience in Oil and gas Logistics, inventory & warehouse management with at least 5 years at Senior Supervisory role.
- In-depth knowledge in relevant Oil & Gas warehouse, tendering, inventory policies and processes in addition to relevant regulations with sound knowledge in Oil & Gas production/drilling operations.
- Very good knowledge of English (verbal & written).
- Excellent computing skills including MS Office.

Professional Certifications
- Certified Warehouse Logistics Professional (CWLP) preferred.
- Certified in Logistics, Transportation and Distribution (CLTD) preferred.

TECHNICAL COMPETENCIES:
- Understanding of the Logistics and supply chain function in general and Logistics in the oil/gas industry context in particular.
- Understanding of Company's business processes and the influences on them.
- Willingness to challenge outmoded practices and introduce new approaches.
- Understanding Marine Regulations and Requirements.
