Job Description:

Performance Management
Data Acquisition, Analysis and Monitoring:
- To ensure the performance monitoring system / files of the assets and environmental impact of Ajman Sewerage, ensure accurate and representative data acquisition. It includes:
- WWTPs and Networks;
- Electricity consumption and production;
- Water Table;
- Ponds & Wetlands;
- Korj Ajman, EDP and SOP discharge points.
- To ensure that the Electronic Data Room and Master Copy are updated on a regular basis and always representative of the as-builts
- Update when needed KPI’s for the project (for concession, for operator)

Improvement of the Performance / Sweating of the Assets:
- To monitor the performance (water, sludge, air, electricity) of the WWTP and Network
- To challenge the Operator to improve the performance and ensure 0 non-compliance
- To identify all the margin of improvements of the existing assets without or with minimum investments and convince / direct the Operator to operate the assets in a way that the margin (= additional capacity) can be used for the benefit of Ajman Sewerage
- Drive and influence business performance through strong partnership and collaboration with all shareholders, contractors and partners

Risks & Opportunities Management :
- Ensure the HSE compliance on the projects
- Identification and mitigation of the risks at the company level but also at each project level;
- Identification and development of ideas to improve the
- Corporate Social Responsibility of Ajman Sewerage
- Development and update of the Crisis and Emergency
- Plan for Ajman Sewerage in 4 steps (Anticipation, Preparedness, Response and Recovery)

Asset Management
Business cases (WWTP and TE Reuse):
- Identification & Preparation of a business case for each investment opportunity (total cost vs. total revenues; timing in the light of the overall business plan, performance; risks & Opportunities); for e.g.:
- New Phase of the WWTP
- Sludge drying and reuse
- Solar energy
- Nit-denit
- Supply of T.E for private developments

Tender preparation and investment implementation (WWTP and TE Reuse):
- Preparation of the Engineer, Employer’s Representative or Consultants tendering documents when required
- Preparation of Employer’s Requirements, or review of this document prepared by consultant; for e.g.:
- Phase 3 of the WWTP
- Sludge drying system
- Nit-Denit
- Evaluation of technical and commercial offers
- Negotiation of the Contract
- Evaluation of the opportunities for/feasibility of variation orders during the execution stage

Assets investments planning process for Ajman Sewerage (Network, WWTP):
- Follow-up and update when required in collaboration with the Operator the Asset Management Plan (Master Plan) defining the needs / demand analysis, constraints & requirements up to end of concession and defining the investment strategy and planning taken into account the timing, costs, performance, risks & opportunities to update the Business Plan
- Follow up and update of a “business as usual" asset management process that allows prioritization of schemes against set criteria (balanced scorecard) to ensure that the decision taken is the best one to match Ajman Sewerage strategy.
- To propose a plan B or C whenever required to mitigate risks which could occur after the decision has been taken (delay of plan A,….) to ensure future proof solutions

Assets investments planning process for Ajman Municipality (T.E Reuse):
- Follow-up and update when required – in collaboration with Ajman Municipality - the Asset Management Plan (Master Plan) defining the needs / demand analysis, constraints & requirements to increase T.E. reuse and defining the investment strategy and planning taken into account the timing, costs, performance, risks & opportunities to update the Business Plan
- Definition of a “business as usual" asset management process that allows prioritization of schemes against set criteria (balanced scorecard) to ensure that the decision taken is the best one to match Ajman Sewerage strategy.
- To propose a plan B or C whenever required to mitigate risks which could occur after the decision has been taken (delay of plan A,….) to ensure future proof solutions

Technical Management
Treated Effluent / Ponds & Wetlands / Sea discharge:
- Monitoring of the buffer tank & ponds to avoid to the maximum extent discharge of (untreated or partially treated) wastewater in the natural environment and maximum availability.
- Monitoring of the Treated Effluent delivery to the different end-users to improve the % of re-use
-Monitoring of the resource and the eco-system of the wetlands / development of a natural reserve
- Motivating / Animating of the group of Volunteers
- Monitoring of the impact of T.E discharge to the sea and management of consultant for rehabilitation/mitigation of impact

Reporting:
- To prepare all the reports required on the project:
- Weekly report of the tankers to Ajman Municipality;
- Weekly and monthly report of FOG discharge (restaurant grease traps)
- Monthly report of Sludge to Energy performance (sludge reduction / electricity production)
- Quarterly report to Lenders (only technical part);
- Quarterly report to Government (only technical part);
- Quarterly report on ponds & wetlands;
- Quarterly report on Asset Management Plan follow-up
- Quarterly and Yearly statistics reporting for Ajman Municipality, Ajman Government and the Federal Competitiveness and Statistics Authority

To review the technical part of all reports prepared by others:
- Consultants
- Operator (Weekly report, Monthly CS report, Quarterly report)
- Yearly performance tests

Facilitate, Share and Transfer Knowledge:
- Facilitate, share and transfer knowledge to ASPCL and Moalajah
- Facilitate, share and transfer knowledge to external parties when required:
- Ajman Municipality (for their irrigation network,…)
- Ajman Government (for standards,…)
- Veolia / Besix
- Technical support to Ajman Municipality:
- To help them to define their strategy on WW, T.E. and Sludge
- Participation of the working group “Reduction of Groundwater abstraction” at Federal level
- Participation of the working group “Increase of alternative water sources” at Federal level
- Any other support as they may request (either Irrigation Dpt, PMO Office, PHED dpt,…)
- “Technical” promotion of Ajman Sewerage projects (speaker at conference, leading WWTP visits,…)
- Keep tags on standards, technological progress, contracts and asset management

Communications & Working Relationships:
Internal
- Ongoing communication with ASPCL General Manager and interaction with ASPCL staff (CFO, Contract Manager, Network Manager, etc)
- Periodic communication with Moalajah General Manager and periodic interaction with Moalajah staff
- Periodic communication with technical support available within both Besix and Veolia groups

External:
- Periodic communication with consultant(s) when appointed to provide support during specific investment-related tasks
- Periodic communication with contractors
- Periodic communication / interaction with Ajman Municipality and other TE users (SAFI, Al Zorah,…)
- Periodic interaction with the lenders’ technical advisor
- Lectures at Conferences / “Technical“ representation of Ajman Sewerage at meeting, events.

Requirements

Minimum Qualifications:
- Master’s Degree in either Civil, Mechanical, Electrical Engineering or Water and Wastewater, Environmental Engineering

Minimum Experience:
- 5-10 years of experience in design and construction of water or wastewater systems
- 3-4 years of experience in the management of wastewater chemical and biological treatment processes
- 3-4 years experience in operation and maintenance of water or wastewater systems (optional)
- 3-4 years experience in Supervisory/ leadership role

Job-Specific Skills:
- Experience related to design, construction and operation and maintenance of water and wastewater systems and/or network
- Sufficient Knowledge in water and wastewater treatment processes to understand detailed analysis and discussions with experts
- Affinity for project finances, business planning
- Understanding of Assets Management
- Knowledge and experience of QHSE standards and management systems

Generic Skills:
- Fluent in English – oral and written / Arabic is definitively a plus
