Position Title: Upstream Senior HSE Supervisor

Job Description:
• Leads and conducts regular field inspections and audits including Contractor facilities and ensures compliance requirements are understood and strictly followed for all applicable regulatory, Contractor and Company NOC Policies, standards and procedures
• Assisting drilling & well operations team in the development and delivery of best-in-class operations safety management processes
• Carries out or participates in incident investigations, prepares/writes up initial and final reports if/when necessary
• Conducts contractor contract compliance audits
• Supervises and mentors the field HSE Supervisors and monitors their effectiveness
• Compiles HSE metrics and prepares and presents a monthly HSE performance report for the drilling team and internal stakeholders as required, identifies areas for improvements and recommends actions
• Reviews Contractor and Vendor tender submissions, HSE plans and procedures developed for the respective operations and phases providing feedback and instruction
• Ensures the timely identification of HSE hazards, evaluation of risks for all activities and development of effective measures/tools to manage and reduce these risks to ALARP
• Safe Lifting and Hoisting practices are observed, fully understood and properly practiced including preparation of lift plans
• EIA and Waste Management plans are put in place and implemented
• Reviews contractor HSE documentation to ensure it complies with company requirements, contractual agreements and company codes of practice
• Continually raises HSE hazard awareness amongst the drilling team and site personnel in relation to the activities being performed
• Maintain contact with concerned groups for operation safety issues including HSE
• Liaises/Interfaces closely with Company and Contractor HSE personnel and supervisor/line management positions as required
• Assists in the development and preparation of critical documents such as ERP, HSE MS Bridging documents, HSE Plans, JM/Traffic Management Plans, Inductions and PTW procedure/system
• Reports/Provides HSE feedback to Drilling HSE Superintendent and concerned Drilling Team members in a timely manner also giving drilling Safety inputs to HSE management reviews
• Immediately Alerts Drilling Team of any significant HSE concerns
• Conducts training sessions and monitors drill response to maintain and increase staff competency
Requirements
Qualifications:
• Should have a strong technical HSE background
• Valid NEBOSH and OPITO H2S Certification required
• Have at least 15 years working in the Middle East in an HSE capacity including 10 years working in upstream operational environments
• Must have good drilling activity related experience plus exposure to workover and well intervention operations.
• Experience of Hydraulic Workover and Civils Construction (i.e., wellsite/well pads) is also desirable.
• Should have experience working for both a major operator and a major service contractor engaged in upstream activities such as drilling
• Should ideally have worked in a Supervisory capacity and have a track record of training/mentoring/coaching and leading site personnel
• Must understand, interpret, and be able to implement applicable regulations within regulatory jurisdictions as well as company/contractor policies, procedures and standards
• Must be proficient in English and capable of writing comprehensive HSE documents, procedures and instructions
• Should be comfortable in how to tackle compliance, quality assurance and safety management issues on site and communicating/dealing equally with both crews and supervisors
• Should be well versed with PTW systems and their correct implementation as well as carrying out risk assessments clients
